Terms of Reference (TOR) To Provide ToT Training to Project Local Resource Person and APCFC Staff on Basic Business Skills and Entrepreneurship Development.

Back ground

Association of Pastoralist Community for Change (APCfC) is a local Non-Governmental and not- for-profit community-based Organization (NGO) registered with Oromia Attorney General Bureau (OAGB) in accordance with the Oromia Regional State proclamation for Civil Society Organizations with a certificate No WB/03/0099.

APCfC is currently implementing a five years (2023-2027) nexus project funded by CST-Ethiopia in Dire and Moyale Woredas, in Borana zone with the overall aim to promote women and older adolescent girls have sustainable lives including diverse food sources and economic well-being, increased safety, psychosocial wellbeing, and meaningful participation and leadership; and Women and men affected by crisis can meet their basic needs, transition from reliance on relief assistance towards meeting and/or protecting their food and livelihoods needs independently.

As one of the key activities of the project, Association of Pastoralist Community for Change (APCfC) would like to provide ToT capacity building training to project local resource person and its staff on basic business skills and production/product management in Yabello Town, Borena zone through contracting experienced consultant with hand on experience in conducting similar training for local community in pastoralist settings.

Back ground of the Assignment

Association of Pastoralist Community for Change (APCfC) in close collaborating with the CST Ethiopia and other pertinent government sector Offices is striving to support the poor and marginalized Women selected from across the project target through engaging them in small scale local business activities that enhance their income and decision-making power at community level.

  • To this effect, the project is planning to target and train local resource persons from community and mobilise them to support the Women groups with coaching and cascading of smooth application on skills and knowledges with the women groups on regular basis.
  • Hence, this ToT training aims to improve understanding of the local resource person on basic business skills, production and product management. The action will facilitate customised business skills training for 15 Local resource persons with some level of education and potential to support the application of business skills, product and production management with Women organized in groups in the project target kebeles.
  • The consultant is expected to provide business skills and Entrepreneurship development ToT training to the project local resource persons and APCfC staff guided by the prepared training manual and materials tailored to this topic.

Objectives of the training

  • To equip the project local resource persons and APCfC staff with basic business skills.
  • To improve skills and knowledges of the Project local resource persons and APCfC staff on Entrepreneurship development.
  • To develop joint short tool kit and actionable work plan going to be utilised by the project local resource persons during actual practice of coaching and cascading of the skills and knowledges.

Content of the training

  • This training program is intended to widen Knowledges and skills of the local resource persons on basic business skills, production and product management and accordingly roll out the training with the women groups at local level.  Thus, the Major topics includes:
  • Concept of basic business skills and ways to apply the skills.
  • Financial literacy
  • entrepreneurship and life skills
  • Business management
  • Facilitation, coaching and mentoring skills
  • Business Canvas model
  • Book and record keeping and others

The Scope of Consultancy Services

The Consultant is expected to deliver the following services:

  • Inception Report
  • Prepare training manual
  • Conduct a practical and robust 5-days ToT training on topics specified above for targeted Project local Resource persons and APCfC staff.
  • Develop short tool kit with active participation of trainees and actionable work plan going to be utilised by the project local resource persons during actual practice of coaching and cascading of the skills and knowledges.
  • Submit a training report indicating the training process, topics and methodology.

Location:

  • Training will be delivered to selected Local Resource Persons and APCfC staff in Yabello Town, Borena zone, Oromia.

Deliverables

The following deliverables are required:

  • Inception Report
  • Training manual or material
  • On-site delivery of the 5-days ToT training on basic business skills Entrepreneurship development
  • Short tool kit developed with active participation of trainees and actionable work plan
  • Short training report

Time Schedule

The proposed work under consultancy is 17 working days (2 Weeks and 3 days) including his/her own preparation of the quality training material. An indicative time schedule for the activities to be undertaken is provided below:

Job Requirements

Qualification of the Consultant

  • The consultant for this particular assignment should possess the following competencies and qualification.
  • The Consultant shall have Experience delivering related training in pastoralist settings.
  • At least 5 years of experience in developing and providing basic business skills and business management and production and product management training.
  • University (preferably advanced) degree in Economic, entrepreneurship, Microfinance, rural development and Agriculture economics or its equivalent.
  • Grounded knowledge, proven ability, experience and track record in providing business skills training of (vulnerable) Women-including supporting the development of coaching and cascading plan.
  • Good Understanding of VSLA, micro-small-scale business, business mentoring.
  • Proven record of enabling/facilitating change through influencing, inspiring and mobilising others.
  • Strong research and oral and written communication skills with an ability to respond to comments and questions in a timely, appropriate manner.
  • Fluency in English and good writing and speaking skills of Afan Oromo.

Payment Schedule:

  • Agreed payment schedule and percentages will be contained in the detailed contract.
