Job Description

CONSULTING FIRM – ROLES & RESPONSIBILITIES

The incumbent consultancy firm is expected to review the ToR and submit a detailed technical proposal on how to carry out the proposed services, the required costs to accomplish the work, its recent relevant profiles, organizational readiness regarding human resources, and office set-up.

• The submission of the replica of the ToR is unacceptable.

• Attend SCI’s briefing session about the project and how to develop an inception report.

• Prepare and submit an inception report (as per SCI guidance) along with the tools within 7 days of signing the contract agreement.

• Deploy pertinent qualified and experienced team members for the assignment.

• Provide the inception draft report with a day briefing on the progress to the SCI technical review team.

• Provide updates on the end-line assessment progress regularly up on SCI request.

• Be responsible for collecting, entering, and analyzing assessment data and cover all costs associated with this.

• Work on and submit a draft assessment report to Save the Children as per the agreed timeline stipulated in the signed-off contract agreement.

• Present review findings and recommendations to a validation workshop.

• Accept and fully address all technical feedback and expertise inputs on the draft and final assessment reports from SCI-ETH CO, the member (SC-US), the donor (BMGF), and government counterparts. Produce the final project assessment report as per the inputs from the validation workshop and in consultation with the SCI-CO team.

SCI-ROLES & RESPONSIBILITIES

  • Prepare the Terms of Reference (ToR) for external advertisement.
  • Form a team of technical advisors to review proposals and select candidates who meet the technical criteria for the financial proposal review, using SCI standard checklists and scoring guidelines (see annex technical evaluation checklists).
  • The Procurement Committee will review and endorse the technical and financial evaluations of the proposals.
  • Based on the Procurement Committee’s decision, the supply chain team will contact the selected consulting firm to offer the service.
  • The supply chain team will also perform a vetting process for the chosen consulting firm.
  • Prepare a contract agreement and share it with the consulting firm for review and signature.
  • The budget holder, the health and nutrition technical advisor and the Sr. Evidence & Learning, and MEAL advisors will conduct an orientation on how to prepare the inception report.
  • Provide relevant project documents, including project proposals, log-frame, Performance Measurement Framework (PMF), quarterly and annual reports, impact stories, case studies, blogs, factsheets, quality benchmarks (QBM), and research publications.
  • Provide feedback on the inception report and data collection tools.
  • Check out the SCI child safeguarding policy, protocols, and SOP are put in place by the consultant.
  • Facilitate ethical clearance and written consent from local government officials.
  • Closely monitor and supervise the process of data collection and analysis to ensure quality.
  • Review and provide feedback on the draft report during the consultancy period.
  • Arrange/ facilitate validation meetings on the end-line assessment report.
  • Effect payments under the agreement signed off with the consultancy firm.
  • Fully in charge of disseminating the project assessment report in line with the donor’s guidance

About You

QUALIFICATION & EXPERIENCES

Consultancy firm (organizational and research team) Profile

The consultant will be responsible for planning and delivering the assessment within the agreed standards. The consultancy firm will recruit and be accountable for all other persons engaged in the study. The lead consultant should possess the following qualifications:

  • Minimum of a master’s degree qualification from a recognized university in monitoring and evaluation, Master of Public Health, PhD in Epidemiology and health policy advocacy/reform and health Economics, or any other relevant degree.
  • A minimum of 7-10 years of experience in conducting policy, scaling pathway and cost analysis in child survival/primary health care projects
  • Must have excellent skills and experience in assessment of multi- sector interventions in humanitarian settings.
  • Must possess solid methodological and research skills demonstrated through several research pieces and evaluations (experimental and quasi-experimental).
  • Must possess excellent report writing, analytical, interpersonal, and communication skills.
  • In-depth knowledge and skills in alternative health service modalities and health economics.
  • The ability to work collaboratively with multiple individuals and groups and funded projects will be an added advantage.
  • Ability to produce high-quality work under tight timeframes.
  • Must be availed of all the required technical expertise, trained research team, and logistics at the time of fieldwork.
  • With previous work experience and reputations with similar activities on health systems policy, scaling up pathway and cost evaluation on child survival, RMNCAH &N, and humanitarian response the context will be an asset.
