Terms of Reference (TOR): Green Growth Advisory Services for MSMEs (Bid No. 026/26/SNV)

Purpose of the Assignment

The purpose of this five-month assignment is to pilot and validate a market-oriented Green Growth Advisory Service for Micro, Small, and Medium Enterprises (MSMEs) with engagement of service provider(s). The pilot will focus on enterprises in the green sector specifically on electric vehicle (EV), solar energy and solid waste management sectors to assess market demand, operational feasibility, commercial viability and the potential for scale The assignment will generate practical evidence, lessons, and business cases to inform the scaling and integration of green business advisory services into the MSME support ecosystem.

General Objective

To design, implement, and evaluate a market-driven Green Growth Advisory Service that demonstrates the commercial and operational viability of supporting MSMEs to adopt resource-efficient, environmentally sustainable, and competitive business practices.

Specific Objectives

The assignment aims to:

• Assess and pilot the Green Growth Advisory Service: Evaluate MSME demand and willingness to pay, and pilot a market-responsive Green Growth BDS model.
• Deliver advisory and business linkages: Provide green business advisory services and connect MSMEs with finance, technology, and public support services.
• Promote inclusive green growth: Assess the potential for green business practices to create jobs for women, youth, people with disabilities, IDPs, and refugees.
• Evaluate and document results: Assess commercial viability, recommend sustainable pricing, and document lessons and recommendations for scaling.

• Proven experience in applying Market Systems Development (MSD) approaches and facilitating public-private partnerships.
• Minimum 5–7 years of experience in delivering Business Development Services (BDS), including enterprise diagnostics, business planning, market development, and access to finance for MSMEs.
• Demonstrated experience in providing Green Growth Advisory Services, with expertise in one or more of the following areas: circular economy, solid waste management, renewable energy, energy efficiency, electric mobility (EVs), cleaner production, resource efficiency, green jobs, and green enterprise development.
• Strong understanding of Ethiopia’s green growth and MSME ecosystem, with experience in enterprise coaching, technical advisory, and facilitating access to green finance considered an advantage.
