Terms of Reference (ToR) for Two Audio-Visual Productions Documenting the “We Cannot Wait” Project 5 years journey

Job Description

Introduction

Ethiopian Women Lawyers Association (EWLA) established at the federal level in 1995 by women lawyers, was re-registered as a local organization in accordance with the Civil Society Organization Proclamation. For over 25 years, EWLA has advanced women’s social, economic, political, and legal rights, enabling women to exercise their constitutional protections. The association promotes gender equality in all sectors, combats sexual violence against women, and creates safer environments through three core programs: Legal Research and Advocacy, Public Education and Capacity Building, and Free Legal Aid Services.

Headquartered in Addis Ababa, EWLA operates seven regional offices (Adama, Hawassa, Bahir Dar, Gambella, Asosa, Jigjiga, Semera,) and one city administration office (Dire Dawa). To maximize accessibility, EWLA extends services to zonal and woreda levels under these branches, supported by 55 volunteer committee centers nationwide. Additionally, EWLA has hotline (7711) service in Amharic, Afan Oromo, and Tigrigna.

EWLA is concluding a five-years regional project, “We Cannot Wait” (WCW, 2021–2025), implemented in partnership with the Strategic Initiative for Women in the Horn of Africa (SIHA). The consortium operates in Somalia, Uganda, Sudan, South Sudan, and Ethiopia, with regional coordination by SIHA Network and Musawah. In Ethiopia, EWLA implements activities from Addis Ababa, extending to Afar, Somali, Bahir Dar, Adama, Assosa, Gambella, and Dire Dawa.

Background

To document the project’s achievements, EWLA requires two audio-visual productions:

  • The first one is A 15–20-minute impact documentary featuring testimonies, success stories, publications and reflections from beneficiaries, stakeholders, and project teams.
  • The second one is A 30–40-minute process documentary chronicling the project’s journey, supplemented by footage from the forum’s final two days and interviews with key actors. This archival record will detail implementation methodologies, challenges, partnerships, and interventions advancing women’s rights in the region.

Objectives

To document the project’s five-year legacy through two deliverables:

A. A 15–20-minute video featuring success stories, best practices, and testimonies from target groups, Faith-Based Organizations (FBOs), Community Leaders, and Women’s Rights Associations/Organizations (WRA/Os).

B. A 30–40-minutes video featuring:

  • Interviews with key stakeholders (donors, Ministerial/Bureau-level officials, EWLA management, program teams)
  • Recording of the Lessons Learned and Experience Sharing Program and compiled the all recorded video and picture files to production.

Scope of Work

The two production focus areas are purposely different and necessitate two separate production.

The content for each varies and is stipulated below.

Contents of the 15–20-Minutes Production:

Women- Centered Impact:

  • Beneficiary stories (before/after journeys, tangible changes, personal triumphs)
  • Emotional testimonials
  • Women champions

Institutional Perspectives:

  • WRA/Os & FBOs: Partnership scalability and project contributions
  • Community Leaders: Societal shifts in attitudes toward women’s rights; local ownership of project activities

Contents of the 30–35-Minute Production:

  • Operational Successes:
    • Project team insights (Executive Director, Program Manager, Coordinator, Officers)

Systemic Change Evidence:

  • Donor and selected WRA/O testimonies
  • Government/donor perspectives
  • Policymaker interviews

Learning & Experience Sharing:

  • Full recording of the program session
  • Compiled media assets (video/photo) delivered to the production team

Methodology

  • In-depth Interviews: With beneficiaries, WRA/Os, Community Leaders, and project teams.
  • Key Informant Interviews: Ministerial/Bureau-level officials and donors.
  • Success Stories: Video testimonials from beneficiaries.

Expected Deliverables

  • First draft of 15–20-minute production: July 10, 2025.
  • Final 15–20-minute production: July 15, 2025.
  • First draft of 30–35-minute production: August 10, 2025
  • Final 30–35-minute production: August 15, 2025.

NB: EWLA cannot compromise on submission deadlines for all required deliverables. Timely delivery is mandatory.

About You

Qualifications and Experience

  • Diploma/BA/Master’s in Media and Communication
  • Proven cinematography expertise.
  • Experience documenting women’s success stories for WRA/Os, FBOs, and Community Leaders.
  • Having well organized and structured teams.

Deadline and Submission

  • Applications must be submitted within 7 Working days of this ToR’s announcement.

Required Documents:

  • Technical & financial proposals in sealed envelopes labeled “Original” and “Copy”
  • CV, application letter, and ToR-aligned concept note on their understanding of the ToR
  • Only short-listed applicants will be contacted.

  • Fulfill all legal requirements such as license, TIN and any other legal requirements
  • Fluency in English and Amharic is a strong advantage
