Job Description
1. Background
The Ethiopian Center for Disability and Development (ECDD) is dedicated to promoting disability-inclusive development in Ethiopia. As a non-governmental, non-profit organization established in 2005, ECDD works to advance the rights and opportunities of persons with disabilities through policy advocacy and mainstreaming disability inclusion in service delivery, development programs, and humanitarian actions in partnership with other organizations. Re-registered in 2019 under the new Civil Societies Proclamation № 1113/2019, ECDD is dedicated to fostering an inclusive Ethiopia where persons with disabilities exercise their human rights and have access to mainstream services and opportunities on an equal basis with others. ECDD is committed to promoting inclusive development, gender equality, and child and vulnerable adult safeguarding across its programs. As part of our capacity-strengthening initiative, we are seeking an experienced consultant/firm to deliver comprehensive training for our staff on disability inclusion, gender equality, and safeguarding. The training also constitutes a brief introduction to the staff about the ECDD’s updated Operational Manuals, the 2025 – 2030 strategic plan, and newly developed KPIs for various positions.
2. Objectives of the Consultancy
The overall objective is to enhance the knowledge, skills, and attitudes of staff on various issues, including how to integrate disability inclusion, gender equality, and safeguarding issues into all aspects of programming and organizational operations. The training also aims at creating adequate awareness on updated operational manuals, ECDD’s 6 years strategic plan, and KPIs.
Specific Objectives:
- To build the capacity of the staff on the principles and practices of disability-inclusive programming (disability inclusive project cycle management).
- To strengthen the knowledge and skills of the staff on gender equality, gender mainstreaming, intersectionality of gender and disability, and empowerment strategies.
- To improve the awareness of the staff on the need for implementation of disability inclusive safeguarding principles, policies, and procedures.
- Familiarize staff with the organization’s updated operational manuals (Finance, HR, Procurement, PSEA, Communications and Branding Strategy, etc.) and their importance in daily activities.
- To provide an overview of the new six-year strategic plan and its program priorities and how staff roles align with organizational goals.
- To introduce position-specific KPIs to staff to support performance management and accountability.
3. Scope of Work
The consultant will:
- Conduct a brief needs assessment to tailor the training content and methodology.
- Review key organizational documents (policies/manuals, strategic plan, KPIs)
- Design and deliver a participatory and disability-inclusive training program, covering:
- Disability Inclusion: Key concepts, inclusive programming, and practical adaptations.
- Gender Equality: Gender analysis, mainstreaming, intersectionality of gender and disability, and addressing power dynamics.
- Safeguarding: Conceptual definitions, procedures, incident reporting, and prevention mechanisms.
- Operational Policies/Manuals: Summary and implications of updates to finance, HR, procurement, MEL, and program manuals.
- Strategic Plan: Vision, goals, outcomes, and cross-cutting themes for 2025–2030.
- Key Performance Indicators (KPIs): Explanation of role-based KPIs and how they support individual and organizational success. Present the newly developed KPIs for major positions in ECDD’s structure
- Development of Training Materials: Develop detailed training materials, including presentation slides, handouts, case studies, and relevant tools and facilitation guides
- Facilitate 3 – 4 days of in-person training for 75 ECDD staff.
- Provide a training report with pre and post-training evaluation results and recommendations.
4. Expected Deliverables
- Training agenda and methodology.
- Customized training materials (slides, handouts, case studies, etc.).
- Facilitation of training sessions.
- Pre- and post-training assessment tools and analysis.
- Final training report including:
- Summary of sessions delivered.
- Participant feedback.
- Recommendations for follow-up actions.
5. Duration and Timeline
- Duration: 15 working days, including preparation, delivery, and reporting.
- Tentative Timeline: from August 1 to August 15, 2025.
6. Reporting Line
The consultant will report to the Program Director and HR Manager and will work in close collaboration with the Safeguarding and Inclusion Focal Points.
About You
Required Qualifications
- Proven experience in training and capacity development in disability inclusion, gender equality, and safeguarding.
- Experience working in the development/humanitarian sector.
- Familiarity with national and international safeguarding policies and standards.
- Strong facilitation, communication, and interpersonal skills.
- Experience working in multicultural settings and with marginalized groups, particularly persons with disabilities.
- Fluency in English and [local language if needed, e.g., Amharic].
- Copy of renewed Registration Certificate,
- Valid Business License for the sector
- Education background of the expert who will sign the contract for the assignment.

Essential requirements

Selection Criteria
The Technical and Financial Proposals will account for 70% and 30% respectively of the selection criteria, broken down as follows:
