1. Background
The Ethiopian Center for Disability and Development (ECDD) is committed to promoting the rights and opportunities of persons with disabilities through policy advocacy and the mainstreaming of disability inclusion in service delivery, development programs, and humanitarian actions, in partnership with other organizations. Re-registered in 2019 under the new Civil Societies Proclamation № 1113/2019, ECDD is dedicated to fostering an inclusive Ethiopia where persons with disabilities exercise their human rights and have access to mainstream services and opportunities on an equal basis with others. ECDD works in close collaboration with the Ministry of Women and Social Affairs (MoWSA) to advance the momentum of disability inclusion in Ethiopia.
As part of this effort, ECDD wishes to support MoWSA in the translation of the “The 2nd National Plan of Action of Persons with disabilities (2024-2033)” of Ethiopia. To facilitate this effort, ECDD is seeking a qualified consultant with proven expertise in translation to undertake the task of translating the document from English into Amharic.
2. Description of Requirements
The service provider is expected to deliver the following services:
2.1 Produce a 100% accurate translation of the document from English into Amharic as assigned by ECDD;
2.2 Use the appropriate terminology, considering the style and nuances of the original text.
2.3 Quality check and proofreading of translation, ensuring no typographical errors in the final text;
2.4 Ensure timely delivery of translated material.
2.5 Make necessary corrections or changes required by ECDD and MoWSA and resubmit the corrected text within the agreed timeframe;
2.6 Deliver the translated document as per the plan developed by ECDD for each specific assignment.
2.7 Ensure texts are technically, linguistically, and grammatically correct, follow disability etiquette, and maintain consistent language and communication in terms of completion and terminology usage.
2.8 Ensure that texts adhere to high-quality standards, are error-free, and require no further editing after the completion of translation.
2.9. Ensure confidentiality and data protection throughout the translation process.
2.10. Maintain consistency in terminology across the entire document, especially for technical and policy-related terms.
2.11. Engage in periodic consultation with ECDD focal persons to clarify ambiguous content and align on terminological preferences.
3. Deliverables
Translation service relating to ECDD activities will be required (as per the table below) on an as-needed basis.

4. Duration of the Contract:
a). The duration of the assignment will be for two months (August 01, 2025 to 2025-October 2025).
5. Special Terms and Conditions
a). Confidentiality Statement and Intellectual Property of Data: The documents prepared
under this contract are the property of MoWSA. Thus, the consultant cannot share with others/or publish it.
b). Unsatisfactory or incomplete work: If the service delivered is unsatisfactory or fails to conform to the conditions set out above, ECDD reserves the right, as appropriate, to interrupt it, to request that it be corrected or modified, or to refuse to accept the service.
6. Responsibilities of ECDD
The responsibilities of the ECDD will be to
a). Provide a full and final document to be translated from English into the Amharic language.
b). Review progress of the work and provide timely feedback as necessary.
c). Quality assurance of the deliverables.
d). Ensure payment of agreed amounts, based on deliverables.
7. Required Skills and Experience
• Expert-level written and oral English and Amharic Communication Skills.
• Minimum 3-5 years of relevant experience in translating policy, development, and/or relevant documents from English into Amharic.
• Proven rich experience in disability related issues
• Knowledge of the key MoWSA role related to persons with disabilities in Ethiopia is an added advantage
• University MA degree or equivalent in Amharic, English, Social Science, Law, Development, communication, or any other relevant subject.
• Demonstrated experience in providing translation services to MoWSA or other equivalent ministries or bureaus, organizations, or research institutions.
• Proven ability and capacity to deliver translation to meet tight deadlines
