Background
Deutsche Stiftung Weltbevölkerung (DSW) is a global development organization that focuses on the needs and potential of the largest youth generation in history. We are committed to creating demand for and access to health information, services, supplies, and economic empowerment for youth. We achieve this by engaging in advocacy, capacity development and reproductive health initiatives, so that young people are empowered to lead healthy and self-determined lives. DSW has been working in Ethiopia for about two and half decades and half focusing on adolescent and young people sexual and reproductive health program in collaboration with government, international and local partners at different levels.
DSW Ethiopia is implementing various projects across Ethiopia, particularly in Oromia, Amhara, Sidama, Central Ethiopia, South Ethiopia, Afar, Somali and Addis Ababa in collaboration with different developmental partners and maintains a strong network of partners ranging from youth-club based networks, community-based structures, local government offices to national and international NGOs and federal ministries.
The current project entitled with ‘Practice Peace and Live in Tranquility’ is a three-year (December 2024- November 2027) project being implemented by a consortium of three organizations namely, SOS CVE, DSW-Ethiopia and PHE-EC, aims to mitigate recurring inter-communal conflicts in eight target Woredas across three regions such as Afar, Oromia and Somali regional states in Ethiopia. The primary causes of these conflicts are resource scarcity, cultural differences, and historical tensions. To address these issues, the project will reinforce strategies such as social and behavioural change communication, community-based conflict resolution, inter-communal dialogue, sustainable resource management, capacity development, and advocacy. The target groups include women, youth, community leaders, government officials, and civil society organizations.
By empowering these groups and addressing the root causes of conflict, the action aims to reduce violence, promote peace, and improve the livelihoods of the affected communities. The action targets 8 bordering Woredas in three regions: Amibara and Haruka Woredas are located in Zone 3 of the Afar region, Gumbi Bordode, Mieso, and Doba Woredas, situated in the West Hararghe zone of the Oromia, and Mieso, Afdem, and Gota Biki Woredas are part of the Somali Siti zone in the Somali region.
In response to this, DSW Ethiopia is seeking a qualified consulting firm and individual consultant to develop comprehensive peace building training materials, including peer-led discussions manual on conflict prevention and management, and peer-led discussion guideline specifically designed for young people aged 15-29 years, flipbooks for coffee panels and community peace promoters tailored for women and peace promotors. Beside the material development, the consultant is expected to translate all materials in to Affan Oromo, Afar, Amharic and Somali languages.
Objective of the Consultancy
The primary objective of this consultancy is to develop comprehensive, engaging, and user-friendly peace building training materials for young people aged 15-29 years and women and peace promotors. These materials will be designed to equip young people, women and community promotors with the knowledge, skills, attitudes, and values necessary to promote peace, prevent violence, build positive relationships, and contribute to a culture of tranquillity between and among their respective communities and beyond, specifically through peer-led discussions and community engagement.
Scope of Work
The Consultant will be responsible for the development of the following training Materials for Peer-Led Discussions on Conflict Management having a set of interactive and engaging materials specifically designed for peer-led discussions on conflict management. This should include topics such as understanding conflict, identifying conflict styles, communication skills for conflict resolution, negotiation techniques, and basic mediation skills by ensuring the materials are adaptable to different group sizes and discussion formats.

Reporting and Supervision:
The Consultant will report directly to DSW Ethiopia Program Manager. Regular communication and updates on the progress of the work is expected on a weekly basis.
Payment Schedule
The payment will be based on DSW’s financial regulations and procedures.
Ethical Consideration & Ownership of the Manual.
The consultant is required to consistently cite the references of all secondary sources of information used in the manual. Upon completion, the manual will remain the property of DSW Ethiopia and cannot be shared with third parties without obtaining prior written approval.
