Organizational Background

PETCO Ethiopia Recycling Community Organization (PETCO Ethiopia) is legally established in 2019 as a non-profit national organization registered by the Ethiopian Civil Society Organizations Authority. It represents the Ethiopian plastic industry’s joint effort to promote the country’s corporate social responsibility for plastic waste. PETCO Ethiopia seeks to enhance sustainability measures to minimize the environmental, social, and economic impacts of plastic waste. It strongly seeks the sector in which plastic adds value for consumers and businesses without negatively impacting humans and the environment. Installing a life-cycle plastic management approach supports existing plastic waste management initiatives, encourages the establishment of new collection and recycling initiatives, and promotes a strong focus on public and consumer awareness creation programs. PETCO Ethiopia operates throughout Ethiopia and has its head office in Addis Ababa. The organization uses a Circular Economy (CE) approach which allows the tide of plastic waste but converts this aspiration into a fully functioning, closed-loop system by linking all key actors in the value chain take collective efforts individually and jointly.

PETCO Ethiopia has a conducted national baseline assessment of the plastic industry, the first of its kind.  It has established community waste collection centers, created market linkage with recyclers, and lifted the livelihoods of marginalized women and youth across the country. Petco Ethiopia is working with GIZ to establish an interactive webpage and database aiming to create a strong link among stakeholders, and communication through blogs, knowledge bases, and contact pages in the waste recycling industry. Hence, we are looking for a consulting firm to conduct a stakeholders mapping and analysis in the recycling industry of Ethiopia.

Objectives and Scope of the Stakeholder Mapping

Objective

The main purpose of the stakeholder mapping is to enable PETCO Ethiopia establish a database of actors in the plastic recycling industry in Ethiopia. This will be done by identifying and mapping the key stakeholders/actors in the waste recycling business in Ethiopia. The stakeholder mapping will be primarily done in Addis Ababa, Gelan, Dukem, Adama,Sheno,Ambo, Burayu, Sulultan, Shashemen, Dire Dawa, Hawassa, Hosanna, Wolita, Jinka, Debrebirhan, Bahir Dar, Semera, and Jijiga.

The specific objectives of the stakeholder mapping are to:

  • Map stakeholders list, profile, business location, end product, business management, and market linkage modality.
  • Identify and map stakeholders in categories as generators, users, collectors, aggregators, recyclers, public institutions, and others.
  • Map existing coordination mechanisms that include CSOs, CBOs, corporates, enterprises and initiatives in the recycling business?

Scope

The technical scope of the study will be limited to addressing the following questions and issues.

  • Who are the main actors in the Plastic Waste industry?
  • What business management and market linkage approach (value chain) are used in the recycling industry?
  • What existing coordination mechanisms are in the industry?
  • Who are the key decision-making public entities in the sector?

The geographic scope of the stakeholder mapping study will be limited to selected cities Addis Ababa, Gelan, Dukem, Adama, Sheno, Ambo, Burayu, Sululta, Shashemen, Dire Dawa, Hawassa, Hosanna, Wolita, Jinka, and Debrebirhan, Bahir Dar, Semera, and Jigjiga.

Methods of the Stakeholder Mapping

A participatory mixed method design mainly involving qualitative methods of data collection and analysis with complementary quantitative methods will be used to conduct the stakeholder mapping.

Timeframe

The stakeholder mapping and analysis work should be finalized within 8 to 10 weeks starting from the date of contract award.

Deliverables

  • The key deliverables are:
  • Inception report, prior to signing the agreement.
  • First-draft stakeholder mapping report.
  • Present findings in a validation workshop.
  • Submit stakeholder mapping final report.

Job Requirements

Required Qualifications and Experiences

Firms (individuals) with the following minimum competency requirement can participate in the bid process:

  • Individuals/firms should have experience/ testimony in stakeholder mapping and analyses.
  • A gender balance team composition.
  • Education background in minimum of MA/MSc in policy analysis, development studies, circular economy, environmental science, industrial development, public-private partnership, etc.
  • A minimum of seven-year experience for individuals and 5 years for firms providing consultancy services.
  • Understanding of the circular economy, specifically, recycling business in Ethiopia.
  • Have strong networking with private, public, and research institutions.
