Job Description

Solidaridad, Ethiopia is currently implementing initiatives in the cotton, textile, leather & coffee commodities in collaboration with the Ethiopian government and private sector    partners & stakeholders.

Solidaridad established a country office in Ethiopia since November 2015 with registration # 3531. The office re-registered on July 11, 2019 under the CSO proclamation 1113/2019. Currently, Solidaridad, Ethiopia with other two consortium members have been undertaking EU funded project called LISEC-JOBS. The main objective of the project is to strengthen social cohesion by supporting local economic and social development initiatives, especially for women and youth living in Modjo area; and enhancing industrial and labour relations. Specific objectives of the project are: to improve skills and access to decent and green (self) employment opportunities for youth/women and nearby communities around leather industries, to improve capacities of tanneries and other leather actors in waste management and manufacturing practices and to improve social cohesion in Modjo and nearby communities.

In an effort of realizing the broader objective of the project initiatives, Solidaridad Network, Ethiopia office is currently working towards strengthening the overall technical knowledge and understanding of the core project actors and beneficiaries on the theories, best practices and other elements and/or aspects of tannery solid waste management and it conversion in to valuable products. To this end, the project office in Ethiopia seeks to engage global renowned international research and/or academic (training) institution to carryout out a tailor made training of trainers (ToTs) so as to enhance the knowledge and skills of key industrial operators and leather processing experts.

Needs and Objectives of the Present Assignment

The key objectives of the assignment under this terms of reference document are:

  • to organize and conduct training of trainers(ToTs) for ten trainees with a course/training duration of four weeks.
  • Based on the Training Need Assessment report conducted by the project, the envisaged training service under this ToR is expected to cover the management of all possible tannery solid waste, and utilization of the same to re-use (recycle), which could be converted into valuable products. As to the mode of delivery, the training must be delivered as to focus on 75% practical and 25% theoretical aspects and industrial exposure. Contents of the practical part must focus on the demonstration of technologies, showcasing the practices and technicalities of utilization of solid wastes to re-use, and contain all possible leather solid waste conversions into valuable products.
  • Besides, as has been highlighted in the outset itself, since the envisaged ToTs are meant to be conducted outside of Ethiopian – within the facility of the contending overseas international research and/or training institution; flight and daily per dium allowance expenses for all the trainees shall be covered by Solidaridad.

Scope of Work and Expected Outputs/Deliverables

Scope of Work

The specific tasks for the contending Institution under this ToR shall include:

  • Validate the carry out detailed “Gap” analysis by the project office so that the planned ToT aligns with it on solid waste management and utilization and assess the training needs, expectations and gaps of knowhow and skills of targeted beneficiaries from the industry and support institution (such as former LIDI (Leather Industry Development Institute) now called Leather and Leather Products Industry Research Development Centre(LLPIRDC), ELIA (Ethiopia Leather Industries Association), etc.), TVET agency and tannery.
  • Organize and conduct one training program for the trainers (ToTs), based at abroad within the training facility/site of the Institution- for one batch of totally ten trainees; with a course/ training duration of four weeks (one month).

Final Deliverables

  •  Validation of the conducted training needs assessment report
  •  A ToT training sessions, with a course/ training duration of one month for a group of 10 (ten) participants, completed and reports submitted, including post-training evaluation and impact assessment.
  •  Comprehensive final report after completion of the training.

Timeframe and deadlines

  • The expected timeframe for the assignment under this ToR document is to be completed within 45 days upon signature of formal contract agreement.

Reporting Requirements

  • The institution will submit the reports and related documents to Solidaridad Ethiopia Country Office (located in Addis Ababa) to the PMU team by each week to share the progress of the training and certifying that the works, tasks, assignment have been satisfactorily performed.

Documents to be Included when Submitting the Proposals

While submitting the Technical Proposal, the applicant shall, in particular, ensure to attach the following:

  • Profile of the institution/company, explaining why they are the most suitable for the work.
  • Relevant Experience of the institution.
  • Detailed methodology and conceptual framework with expected deliverables and timelines.
  • Recent CV of the experts.
  • Legal and valid registration of the institution from its country of origin

Financial Proposal

  • For this assignment, Solidaridad Network, Ethiopia office has a budget line and the institution has to provide its financial proposal indicating cost breakdown.
  • The financial proposal shall specify a total lump sum amount (including a breakdown of costs for fee, travel, number of working days, etc.). Payments will be made in instalments based upon key outputs of the services specified in the TOR.

The payment of project charges will be as follows.

  • 40% of the project charges will be paid on signing of the contract and submission of a blueprint (Inception report) including work-plan and methodology for the assignment (in English).
  • 50% of the project charges will be paid after completion of the ToT training
  • 10% of the project charges will be paid after submission of the final report including the training manuals and other technical materials

Evaluation

The institutions/firms should deliver a separate technical and financial proposal that will be assessed as follows:

  • Technical proposal: 70 Points
  • Financial proposal: 30 Points

Job Requirements

Requirements for Experience and Qualifications

  • An established expertise in the leather research and/or tannery solid waste management and utilization, with submission of relevant CVs of experts employed in this activity. A dedicated focal point (team leader) is also required to be assigned;
  • Assigned staff of the institution shall have a minimum of ten years of work experience in relevant fields, with demonstrated knowledge and experience in conducting need assessments and developing training modules/curriculum, training materials, etc; in the areas of leather manufacturing/processing technology and tannery solid waste management and utilization technicalities;
  • Demonstrated knowledge and experience in organizing and conducting tailor made training for international trainees or students in the relevant fields of study/technicality;
  • Work experience on similar assignments in similar projects
  • Excellent writing, editing, and oral communication skills in English.
