TERMS OF REFERENCE (TOR) for Interactive Digital Platform and Database Establishment – PETCO Ethiopia Recycling Community Organization

Job Description

Organization Background

PETCO Ethiopia Recycling Community Organization (PETCO Ethiopia) is legally established in 2019 as a non-profit national organization registered by the Ethiopian Civil Society Organizations Authority. It represents the Ethiopian plastic industry’s joint effort to promote the corporate social responsibility of plastic waste in the country. PETCO Ethiopia seeks to enhance sustainability measures so as to minimize the environmental, social, and economic impacts of plastic waste. It strongly seeks the sector in which plastic adds value for consumers and businesses without negatively impacting humans and the environment. Installing a life-cycle plastic management approach supports existing plastic waste management initiatives, encourages the establishment of new collection and recycling initiatives, and promotes a strong focus on public and consumer awareness creation programs.

PETCO Ethiopia operates throughout Ethiopia and has its head office in Addis Ababa. The organization uses a Circular Economy (CE) approach which allows the tide of plastic waste but converts this aspiration into a fully functioning, closed-loop system by linking all key actors in the value chain take collective efforts individually and jointly.

PETCO Ethiopia has a conducted national baseline assessment of the plastic industry, the first of its kind.  It has established community waste collection centers, created market linkage with recyclers, and lifted the livelihood of marginalized women and youth across all corners of the country. We are also conducting policy advocacy on end-to-end recycling, extending producers’ responsibility, and establishing a digital market linkage platform in partnership with GIZ, Norwegian Church Aid and Action Aid, and Federal Environmental Protection Authority (FEPA). PETCO Ethiopia is sensitizing and guiding industry actors on desirable behavior through behavioral change communication.

THE OBJECTIVE OF INTERACTIVE DIGITSAL PLATFORM 

The main objective of developing an interactive digital platform /webpage and establishing a database is to enhance communications, create market linkage and value chain in the plastic and plastic waste recycling industry. The specific objectives of developing an interactive and dynamic webpage include:

  • To avoid information asymmetry among the value chain actors;
  • To avail concrete and up-to-date data on the overall plastic and plastic waste (PET, HDPE, LDPE, PP, PS, PVC, other) across the value chain;
  • To provide a detailed profile of the main stakeholders in the plastic business across the value chain; and
  • To create and avail market place (linkage) for the value chain actors.

SCOPE OF THE WORK

  • Review the existing PETCO Ethiopia Website and its appropriateness to fit to an interactive digital platform/ webpage.
  • Develop an interactive digital platform/webpage within the existing PETCO Ethiopia Website.
  • Develop the interactive digital platform as smart phones users friendly.
  • Make sure the digital platform/webpage is a multi-lingual (English and Amharic) for easy navigation of the digital platform.
  • Develop multilingual user manual ( Amharic & English)
  • Training PETCO Knowledge Management Officer/Staff on administration of the interactive digital platform/webpage.
  • Create a database and train PETCO Staff on database management tools, commonly used by NGOs in Ethiopia.
  • Develop organization standard letterheads, envelopes, business cards, brochure templates, reporting templates, and PowerPoint templates.
  • Develop social media (Twitter, Facebook, Instagram, YouTube, etc.) accounts for the organization.
  • Launch, test, and validate the interactive digital platform /webpage.
  • Support management of the interactive digital platform/webpage for 12 months.

Deliverable  

  • Inception Report (preferable including PETCO Website review status).
  • PETCO’S website appropriateness assessment review report.
  • Designed layout with the important links.
  • Conduct digital interactive testing for feedback.
  • Multilingual user manual (English & Amharic).
  • A checklist to ensure the website is working before starting operation.
  • Training on the management of interactive digital platform.
  • Present the developed interactive digital platform/webpage for validation, and train/sensitize all stakeholders (Launch the digital platform in a workshop).
  • Provide technical support for 12 month after launching of the digital platform.

The interactive digital platform/ website will have the following features:

  • Interactive digital platform/webpage in English and Amharic
  • List of disaggregated stakeholders with the full address (Recyclers, collectors, manufacturers, importers, public, etc.)
  • Forms and feedback
  • Chat widgets
  • User-generated content
  • Price information
  • Suitable for data flow generation
  • Suitable for open data source link (can host open data source links)
  • Can host data visualization including mapping (geographic features)
  • Can be linked with platforms/websites.

TIMEFRAME

The interactive digital platform/webpage development should be finalized within 10 to 12 weeks.

Job Requirements

REQUIRED QUALIFICATIONS AND EXPERIENCES

Firms with the following minimum competency requirement can participate in the bid process:

  • Proven relevant skills in interactive digital platform (website page) design and development.
  • Having at least 5 years of work experience as a website designer/developer and web programming/development experience.
  • Developers must have a solid understanding of user experience, design, and Adaptive/Responsive Design for cross-platform/devices such as tablets and phones.
  • Proven ability to build and refine graphic designs for websites.
  • A demonstrated track record designing an interactive webpage/site development preferable market linkage/value chain.
  • A demonstrated experience in assisting database establishment (preferable NGOs experience) and facilitation of scheduled training sessions.
