Terms of Reference (ToR) for Individual Consultant: Capacity Building on Climate Change for the Ministry of Education

Job Description
SAVE THE CHILDREN INTERNATIONAL (SCI, Ethiopia) is the world’s leading independent non-profit organization for children intends to enter an agreement with Individual consultant for strengthening the capacity of designated climate change focal points within the Ministry of Education on climate risks to the education sector, adaptation and mitigation strategies, and key national and global climate frameworks.
Therefore, interested Individual Consultant that have experience in the sector are invited to submit their proposal to provide the requested service. The detail criteria are included in the TOR.

Guidance on submission of Proposals:
The following instructions need to be followed when submitting proposals:
- Technical document should be submitted in a soft copy by email to: ethiopia.bidsubm@savethechildren.org and Financial proposals should be submitted in a hardcopy format sealed envelope within the stated deadline.
- A cover letter expressing interest in the services and briefly stating which package is being applied for. (Maximum 2 pages)
- The consultant confirms He/She is fully qualified to work with Save the Children. This includes:
- Minimum of 5 years of experience in delivering training, capacity building, or instructional design—ideally in the context of climate change, education, or development.
- Advanced university degree in climate change, environmental science, education, development studies, or a related field.
Demonstrated experience designing adult learning or technical training modules for government audiences.
Strong understanding of climate change’s impacts on the education sector, particularly in developing country settings. - Familiarity with key global and national frameworks e.g. UNFCCC, NDCs, NAPs, LT-LEDs, Climate Resilient Green Economy (CRGE), National Education Sector Plan (NESP).
- Proven ability to integrate gender equality, disability and social inclusion into training design and delivery.
- Excellent facilitation and communication skills.
- Proficiency in English is required.
Added value: Knowledge of the Ethiopian education system, experience with MoE or federal-level training, Amharic language skills.

How to Apply
Technical documents should be submitted by soft copy and financial proposals must be submitted in a hardcopy format in a sealed envelope and in person to the address specified below. The “bidders’ name, address, and the tender reference number and title as stated above. The tender must be submitted to SCI by October15, 2025.
