Terms of Reference (TOR) for Hiring a Social Worker at TIMRAN

TIMRAN is a civil society organization established in March 2020 to enhance women’s participation in politics and public decision-making processes. TIMRAN’s vision is to see Ethiopia as a country where women take their legitimate space in public decision-making and the nation’s political affairs. Our mission is to work towards the enhancement of Ethiopian women’s active engagement in political and public leadership to ensure their constitutional right to equal participation in the nation’s political, social, and economic undertakings. TIMRAN is functioning in all regions of Ethiopia with the head office in Addis Ababa.

Position Summary

TIMRAN is currently implementing a project titled “Women Count for Peace: Promoting the Participation, Representation, and Leadership of Women in Peacebuilding Processes in Ethiopia”. This project aims to increase women’s participation, representation, and leadership in conflict resolution and peace-building processes in the Amhara Region.

The project will address the challenges of limited participation, representation, and leadership of women in peace processes by providing capacity development support to women’s organizations and their leadership, media engagements, and advocacy campaigns, and fostering cross-regional collaboration to overcome key structural and social barriers that hinder the meaningful participation of women, in alignment with the UNSC Resolution 1325 and the WPS (Women Peace and Security) Agendas.

As part of this initiative, TIMRAN seeks to hire a qualified social worker to facilitate project activities in the South and North Wollo, with the office located in Dessie Town. This position requires a results-oriented individual with a strong understanding of the WPS Agendas, Ethiopia’s Draft National Action Plan on Women’s Peace and Security, and a deep commitment to women’s rights and gender equality.

Key Responsibilities

• Conduct outreach to women’s groups, community leaders, and local women’s rights-based CSOs to build awareness of the project and encourage women’s participation in peace-building activities.
• Facilitate and cooperate with TIMRAN staff in organizing training sessions, meetings, and community of practices in the Amhara Region.
• Serve as a focal person for TIMRAN in the Amhara region throughout the project period.
• Support TIMRAN’s advocacy efforts to promote women’s participation, representation, and leadership in the country’s peace process.
• Collaborate with TIMRAN staff to support media engagement efforts, including the development of content and messages that highlight the role of women in peacebuilding.
• Track the progress of the project by collecting data on the number of beneficiaries of the activities, the effectiveness of the capacity-building programs, the impact of advocacy campaigns, and changes in women’s roles within their community.
• Provide counseling and referral services for women who may need help in overcoming emotional and psychological barriers to their involvement in the peace process.

Qualifications and Skills

• A degree in Social Work, Peace and Conflict Studies, International Relations, Law, Gender Studies, Social Sciences, or a related field. A master’s degree is an advantage.
• At least 2-4 years of relevant experience in peace-related projects with a focus on women’s rights and equality.
• Proven track record in handling projects within women’s rights-based CSOs.
• Strong knowledge of Ethiopian political processes, governance structures, and gender equality issues.
• Excellent written and verbal communication skills, including the ability to write reports.
• Strong interpersonal and networking skills with the ability to build relationships with diverse stakeholders.
• Fluency in Amharic and English is required. Knowledge of other Ethiopian languages is an advantage.
