Terms of Reference (ToR) for Hiring a Professional Video Editor to Produce Social Media Content Promoting the African Union Transitional Justice Policy (AUTJP) and Its Local Relevance in Ethiopia

Advocacy Center for Democracy and Development (ACDD), established on April 3, 2020, under registration number 4867 in Ethiopia, is committed to fostering democracy and promoting sustainable, equitable, and inclusive development through research, capacity building, policy dialogue, and civic engagement. ACDD’s work primarily focuses on evidence-based advocacy to support peacebuilding, conflict resolution, human rights protection, democratic culture, inclusive development, and local community empowerment. This is achieved through a rights-based approach that prioritizes community participation, dialogue, and the strategic use of media.

ACDD in collaboration African Transitional Justice Legacy Fund (ATJLF) and with the support from the EU-funded initiative for transitional justice in Africa project, ACDD is implementing a project to “Promote awareness and implementation of the African Union Transitional Justice Policy (AUTJP) in Ethiopia”. As part of this initiative, ACDD is seeking a qualified professional who is capable of providing high-quality video for social media campaign on AU Transitional justice policy.

Objective

To produce high-quality, engaging, and culturally relevant animated videos (5–7 minutes long) in three local languages that promote and raise awareness on the African Union Transitional Justice Policy (AUTJP). The videos will be disseminated through social media platforms to inform and empower the wider community.

Scope of Work

The video editor is expected to carry out the following tasks:

• Collaborate closely with ACDD to produce three high-quality animated videos, 5–7 minutes in length, (2D or 3D) based on content provided by ACDD.
• Produce one video per language, in three local languages specified by ACDD.
• Incorporate background music, sound effects, voiceovers (if needed), and ACDD branding elements, including logos and color schemes.
• Deliver final videos in formats optimized for major social media platforms (Facebook, YouTube, TikTok, Instagram).
• Ensure all outputs meet professional production standards and are delivered within the agreed timeframe.

Deliverables

• Three fully produced animated videos), each 5–7 minutes.
• Social media-optimized versions of each video.
• Raw files for future edits.

Duration

The assignment is expected to be completed within 4 weeks from the contract start date.

Required Qualifications

The ideal candidate must meet the following qualifications:

• Proven experience in video editing and animation production, with a strong portfolio of 2D and/or 3D animated content.
• Proficiency in industry-standard software (e.g., Adobe After Effects, Premiere Pro, Final Cut Pro, Blender, or similar tools).
• Experience creating content for digital platforms, particularly Facebook, YouTube, Instagram, and TikTok.
• Excellent communication skills and the ability to work collaboratively with content providers and project teams.
