Terms of Reference (ToR) for Consultancy services @Digital transformation Ethiopia Association. (2 Opportunities)

Background

The Private Sector Development in Ethiopia (PSD-E) project – funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ GmbH), aims on enhancing the business environment in Ethiopia and growth opportunities for MSMEs. One key component of the project is to strengthen Business Membership Organisations (BMOs) as key representatives of the private sector.

The Digital Transformation Ethiopia Association (DTEA) in partnership with GIZ-the Private Sector Development in Ethiopia (PSD-E) designed a project on “Improving Companies’ Digital Literacy”. The project seeks to enhance the capacity of small and medium enterprises (SMEs) in Addis Ababa to effectively use e-government services, thereby improving their operational efficiency, competitiveness, and participation in Ethiopia’s digital economy.

The opportunities:

01. Terms of Reference (ToR) Consultancy service for Digital Literacy training needs assessment

Location: Addis Ababa | Deadline: November 21, 2025

Job Description

To ensure that interventions are evidence-based and tailored to real business needs, training needs assessment on digital literacy will be conducted at the project’s inception. This will provide a comprehensive understanding of skills gaps, barriers to adopting digital tools, and current engagement with e-government platforms.

Objectives of the training needs assessment Overall Objective

To assess the baseline e-government service utilization levels of SMEs in Addis Ababa and identify key enablers and constraints affecting their digital transformation journey.

Specific Objectives:

  • To assess the digital skills, competencies, and readiness of SMEs
  • To evaluate awareness, access, and actual usage of key e-government platforms (e-Tax platform for filing and paying taxes and Customs Trade Portal and Electronic Single Window (eSW) system).
  • To identify technical, institutional, infrastructural, and behavioral barriers hindering the use of e-government platforms
  • To generate actionable, evidence-based recommendations to guide tailored training, mentorship, and support interventions during project implementation.

Scope of Work The selected consultant

  • Develop and validate appropriate research methodology and tools (surveys, key informant guides, etc.).
  • Conduct desk study on relevant digital initiatives and SMEs digital inclusion.
  • Collect data from up to 45 SMEs and selected government bodies (e.g., Ministry of Revenue and Ethiopian Customs Commission )
  • Analyze digital literacy levels and usage of the following e-government systems:
  • e-Tax filing and payment platforms
  • Customs Trade Portal & Electronic Single Window (eSW)
  • Prepare a final report highlighting key findings, gaps, and recommendations for targeted project activities.

Key tasks

  • Design an appropriate research methodology that aligns with the project objectives.
  • Prepare data collection instruments, including structured questionnaires, interview guides, and checklists and validate the tools with DTEA and GIZ PSD-E before field implementation.
  • Review existing literature, policies, reports, and studies related to digital literacy, SME digitalization, and e-government service usage in Ethiopia.
  • Collect quantitative and qualitative data from up to 45 selected SMEs in Addis Ababa.
  • Conduct interviews and consultations with relevant government institutions, such as the Ministry of Revenue and the Ethiopian Customs Commission.
  • Assess SME readiness, skills levels, and competencies related to digital tools and online platforms.
  • Evaluate awareness, accessibility, and usage patterns of key e-government services, mainly focusing on e-Tax filing and payment systems and Customs Trade Portal and Electronic Single Window (eSW)
  • Identify technical, institutional, infrastructural, and behavioral barriers affecting adoption.
  • Analyze the collected data using appropriate statistical and qualitative methods.
  • Produce a clear, evidence-based report summarizing the methodology, findings, analysis, and conclusions.
  • Highlight gaps in digital literacy, constraints in using e-government systems, and opportunities for improvement.
  • Provide actionable recommendations to inform the design of tailored training, mentorship, and support interventions.
  • Submit preliminary findings to DTEA for review and further comments
  • Incorporate feedback and submit the final assessment report

About You

Consulting firm Qualifications and experience

The consulting firm must meet the following minimum qualifications and experience requirements:

  • Relevant Expertise and Technical Capacity
  • Proven experience in conducting training needs assessments, baseline studies, or similar research assignments, preferably in the areas of digital literacy, ICT, SME development, or digital transformation.
  • Strong understanding of Ethiopia’s digital ecosystem, including e-government platforms such as e-Tax, Customs Trade Portal, and Electronic Single Window (eSW).
  • Institutional Experience
  • At least 5 years of operational experience in research, consulting, ICT capacity development, or private sector development projects.
  • Prior experience working with international organizations, government bodies, development partners, or private sector associations is an added advantage.
  • Team Composition and Expertise
  • A multidisciplinary team including professionals with expertise in:Digital literacy and ICT systems, Research and data analysis (quantitative and qualitative), SME development and private sector strengthening, Report writing and stakeholder engagement, Team leader with at least a Master’s degree in ICT, Economics, Business Administration, Development Studies, or a related field, and a minimum of 7 years of proven experience in similar assignments.
  • Track Record and References
  • Evidence of successful completion of at least two comparable assignments within the last five years.
  • Availability of references or client testimonials that demonstrate strong performance and reliability.

Key Expert Profiles

Lead Researcher Qualifications:

  • Master’s degree in ICT, Economics, Business Administration, Digital Transformation, Development Studies, or a related field.
  • Minimum of 7 years of relevant professional experience conducting assessments, digital literacy studies, ICT-related research, or SME development projects.

Experience & Skills:

  • Proven experience leading research teams and managing complex assessments.
  • Strong understanding of Ethiopia’s digital ecosystem, including e-government platforms (e-Tax, Customs Trade Portal, eSW).
  • Advanced skills in research design, qualitative & quantitative analysis, and report writing.
  • Excellent communication and stakeholder engagement abilities.

Data Analyst / M&E Specialist Qualifications:

  • Bachelor’s or Master’s degree in Statistics, Data Science, Economics, or related fields.
  • Minimum 5 years of hands-on experience in data collection, analysis, and visualization.

Experience & Skills:

  • Proficiency in statistical analysis tools (SPSS, Stata, R, or similar).
  • Experience designing surveys, managing datasets, and producing analytical insights.
  • Ability to synthesize large volumes of data into clear, actionable findings.

Evaluation Criteria

The selection of the consulting firm will follow a Quality- and Cost-Based Selection (QCBS) method, where both the technical and financial proposals will be evaluated. The evaluation process will consist of two stages: (1) Technical Evaluation and (2) Financial Evaluation. Only firms that score a minimum of 70 points in the technical evaluation will be considered for financial evaluation.

Technical Evaluation (Weight: 80%)

The technical proposal will be evaluated based on the following key criteria and sub-criteria:

3. Team Composition and Qualifications The proposed team’s qualifications and experience meet or exceed the requirements. The team leader has a minimum of a Master’s degree and 7 years of relevant experience. Other experts (e.g., data analyst, ICT specialist, SME development expert) have appropriate qualifications and complementary skills. CVs clearly demonstrate relevant experience. 25

02. Terms of Reference (ToR) Preparation of users manuals, e- learning system and provision of training for selected SMEs

Location: Addis Ababa |  Deadline: November 21, 2025

Job Description

Ethiopia’s digital economy depends on a skilled workforce and streamlined public services. Yet, many SMEs lack knowledge to access critical platforms such as online e-tax filing, customs portals, and other related e-services. To close this gap, DTEA designed this project visioning to provide structured training, mentorship, and user-friendly manuals and e-learning system that assist SMEs confidently navigate these platforms.

Objectives of the Assignment Overall Objective

The primary objective of this project is to strengthen the capacity of SMEs—particularly those engaging in garment, textile, agro-processing, and other manufacturing areas as well as import and export —to effectively utilize e-government services, thereby enhancing their operational efficiency, competitiveness, and integration into the digital economy.

Specific Objectives
  • To enhance participants’ capacity to effectively navigate and use selected e-government services (e-tax platform system and customs trade portal and e-SW system) through targeted training and practical exercises.
  • To increase the utilization of the selected e-government platforms by SMEs through awareness campaigns, support services, and tailored guidance.
  • To reduce operational costs and time for SMEs by promoting the adoption of efficient e- government processes such as tax filing and customs.
Scope of Work

The scope covers e-Tax platform for tax filing and payment and the Customs Trade Portal and Electronic Single Window (eSW) system for managing import and export processes e-service systems that are essential, frequently used, and impactful in overall opereations of any kind of business organizations

To achieve this, the project will implement a mix of training workshops, hands-on demonstrations, and awareness campaigns designed to help participants not only understand these platforms but also effectively use them to reduce operational costs, improve regulatory compliance, and unlock new business opportunities. The project’s activities—including assessment, planning, implementation, monitoring, and evaluation—will all be aligned within this defined scope

The manuals will complement training sessions and remain as long-term reference resources for SMEs. For sustained use and continual learning processes, the consulting firm require to further develop those manuals to be more interactive in the form of e- learning management system

Key Tasks

The selected firm will:

  • Document key workflows and user processes for each selected platform.
  • Develop comprehensive user manuals (step-by-step guides)
  • Ensure manuals are user-friendly and include visuals, screenshots, and practical examples
  • Develop the structure and framework of an interactive e-learning platform (web-based).
  • Convert training materials and manuals into digital learning content (modules, videos, quizzes, and case studies).
  • Test the e-learning platform for functionality, usability, and security before deployment.
  • Develop a training plan and curriculum tailored to SME needs and skill levels.
  • Organize and facilitate training sessions (both in-person and virtual) for selected SMEs.
  • Conduct hands-on demonstrations on how to use e-government platforms effectively.
  • Provide technical support and mentoring to participants during and after training.

Consulting Firm Qualifications and Experience

The consulting firm should possess a proven track record and strong technical capacity in developing digital learning materials, building e-learning systems, and delivering training programs for SMEs or similar target groups. The firm is expected to demonstrate the following qualifications and experience:

Institutional Experience
  • At least 5 years of relevant experience in ICT, digital training, or e-learning system development.
  • Demonstrated experience in designing, developing, and deploying e-learning platforms or digital training solutions.
  • Proven experience in the preparation of user manuals, training content, and multimedia learning materials.
  • Experience in implementing capacity-building or digital transformation projects for SMEs, government institutions, or development partners.
  • Strong understanding of e-government systems and digital service delivery frameworks in Ethiopia or similar contexts.

Technical and Human Resource Capacity

  • Availability of a multidisciplinary team with expertise in Digital learning and instructional design, Software or web development (preferably LMS platforms such as Moodle, Canvas, or custom systems), ICT training and digital literacy development, Content development and graphic design
  • Team members should possess relevant academic qualifications (minimum of bachelor’s degree in ICT, computer science, instructional design, or related fields) and proven professional experience.
  • Previous Performance and References
  • Evidence of at least three successfully completed assignments of similar nature and complexity (e.g., digital training development, e-learning system setup, or SME capacity-building projects).
  • Letters of recommendation or completion certificates from previous clients (government agencies, development organizations, or private sector entities).

  • At least 7 years of professional experience in managing ICT, e-learning, or digital transformation projects.
  • Proven experience in coordinating multi-stakeholder capacity-building initiatives, preferably involving SMEs or government institutions.
  • Strong leadership, coordination, and reporting skills.
  • Excellent communication and stakeholder engagement abilities.

Key Responsibilities:

  • Overall coordination, planning, and supervision of the assignment.
  • Lead the inception phase and preparation of reports.
  • Ensure quality assurance of all deliverables.

  • E-Learning System Developer / ICT Specialist Qualifications and Experience:

  • Proven knowledge of Learning Management Systems (LMS) such as Moodle, Canvas, or other open-source or custom-built platforms.
