Job Description
Introduction
Action for Social Development and Environmental Protection Organization (ASDEPO) is an Ethiopian indigenous, non-governmental and non-profit making humanitarian organization established in 2013. ASDEPO is currently implementing different development and humanitarian response projects under its seven thematic areas Health, Nutrition, Education, WASH, Environmental Protection and Climate Change (livelihood) Humanitarian Response and Gender Based Violence. ASDEPO aspires to serve communities affected by server natural and man-made disasters in all areas in the country with the support of our donors.
ASDEPO is currently implementing a project titled “Integrated Cholera Response through Health and WASH Interventions in Gambella Woreda, Gambella Town and Itang Special Woreda of Gambella Regional State” supported by UNOCHA/EHF. Through this project, ASDEPO is supporting the communities in the three specified woredas who are in need of immediate humanitarian support for cholera response through integrated health and WASH intervention with a project span from June 01, 2025 – February 28, 2026.
Project description
ASDEPO has a long operational presence in Gambella Region. Currently, it is implementing a project entitled “Integrated Cholera Response through Health and WASH Interventions in Gambella Woreda, Gambella Town and Itang Special Woreda of Gambella Regional State’. The overall objective of the project is providing timely and lifesaving services through integrating the health and WASHES sectors to prevent and respond to Cholera prevalence as well as enhance the efforts to mitigate the risks. Among the project activity interventions, the WASH component comprises of distribution of WASH NFI for 600 Households and Dignity Kits 300 women and Girls.
Objective of the PDM
Major Objective
The PDM is planned to be conducted within two weeks of the distribution, by an external consultant who aim to assess and inspect the effectiveness of the distribution of WASH NFI and Dignity kits to target communities in the designated Woredas.
The specific objectives of the PDM include:
- To assess the timeliness, effectiveness and efficiency of the distribution
- To verify receipt of correct types and amounts of goods to target vulnerable HH and individuals
- To evaluate overall satisfaction of the goods distribution from the perspective of beneficiaries
- Utilize the information to improve future distributions and overall program quality for similar projects
Components of the PDM
This PDM requires two independent/separate reports for the distributed:
- WASH NFI and
- Dignity Kit supports
Deliverables
a) Inception report
The inception report should contain: The key data of the consultancy, suggestions for TOR amendments, the consultancy preparation (team, timetable, distribution of tasks, reporting), evaluation design (Chosen methods, approach, steps for their implementation, plan for enumerators and their training), tools for their implementation (questionnaires, KII, data processing and analysis etc.), a draft implementation plan for the consultancy. The inception report could be discussed with ASDEPO MEAL and Program teams.
b) Preliminary Evaluation Report
All findings, conclusions and recommendations including the methodology should be described and presented and submitted and evaluated by the ASDEPO.
c) Final report
The final report should be delivered with Key findings, conclusions and recommendations and lessons learnt, presented in a clear and transparent way possibly put next to each other in a table to demonstrate the logic. The report can be extended by the evaluator by additional points if necessary. All appendices and relevant pictures should be annexed.\
Responsibilities and duties
ASDEPO will provide:
- All necessary /required project documents.
- Staff technical support during data collection.
- The consultant is responsible for logistic arrangement, deployment of enumerators and supervisors for the assessment.
The objectives of the consultancy are to:
- Document, review and analyse what is the current experience and capacity of the consultant in conducting PDMs.
- Develop harmonized PDM tools that are integrated and aligned with the project indicators, desired goals and methodologies for response strategy.
- Train and orient the data collectors on the use of the tools developed in point 2 and best practices when conducting PDMs.
- Develop and implement a survey report of the main tools used by the project team during the entire process to conduct PDMs.
- Undertake the Post-Monitoring Distribution within the proposed time frame.
- Submit a final Report outlining overview of findings, activities and any key recommendation for future NFI and Dignity kit distribution interventions.

Requirement/qualification
- The consultant individual should have a minimum of B.A/ B.SC in any fields of study.
- Strong analytical, report writing and presentation skills.
- Present evidence of conducting similar studies.
- Strong qualitative and quantitative research and analytical skills.
- Proven record of excellent management, leadership, decision-making and interpersonal skills.
- Proven strong, clear technical writing and oral presentation skills in English.
- Proven ability to prepare high-quality technical reports on time.
- The consultant is expected to review the TOR very carefully.
Experiences
- Previous valued experience in the setting of humanitarian response and conducting PDM.
- The consultant/candidate should have a minimum of B.A /B.SC in any fields of study.
- Strong analytical, report writing and presentation skills.
- Strong qualitative/quantitative research and analytical skills
- Proven record of excellent management, leadership, decision-making and interpersonal skills
- Proven strong, clear technical writing and oral presentation skills in English
