Job Description
Introduction
Action for Social Development and Environmental Protection Organization (ASDEPO) is an Ethiopian indigenous, non-governmental and non-profit making humanitarian organization established in 2014. ASDEPO is currently implementing different development and humanitarian response projects under its seven thematic areas including Health, Nutrition, WASH, ES/NF, Education, Protection, agriculture, livelihood, Multipurpose Cash Assistance and Peace building.
ASDEPO has secured budget from the EHF through Action Against Hunger (AAH) to implement a project entitled “Integrated Emergency Shelter /NFI and Agriculture Response for Conflict Affected Communities In Dembi Dolo Town of Kelem Wollega zone, Oromia Region.’’ The project runs for 10 months beginning from 01-Jun-2024 to 31-Mar-2025. Part of this project is the Cash for Rent support for 1050 IDP HHs in two kebeles of Dembi Dollo Town.
Project description
Kellem Wollega Zone is one of the hardest-hit areas in the Oromia Region due to protracted conflict over the past few years. In conflict-prone woredas and kebeles, especially in the rural areas, the conflict has resulted in the loss of properties and livelihoods, forcing households to seek refuge in nearby towns such as Dembi Dollo, where there is relative peace and security. These internally displaced persons (IDPs) face a protracted situation with multisectoral humanitarian needs, including food insecurity, WASH services, prevention from disease outbreaks, limited access to basic primary health care services, and a lack of adequate housing, leading to overcrowding.
ASDEPO specifically assisted 1,050 households with Cash for Rent (CFR) assistance for six months. The Cash for Rent assistance in implemented in Dollo (680HHs) and Lafto (370HHs) Kebeles of Dembi Dollo town. Therefore, 8,620 ETB was distributed to each of the 1,050 targeted households in two rounds of 4,310 ETB per round through Awash Bank.
As the distribution of the CFR is successfully completed, it is important to conduct a PDM assessment to determine the effectiveness of CFR distribution in terms of its intended objectives and assess the level of satisfaction of beneficiary on the delivery of assistance. Hence, this Terms of Reference (TOR) summarizes the proposed activities to cascade and conduct PDM.
Objective of the PDM
Major Objective
The purpose of the Post Distribution Monitoring (PDM) is to determine the effectiveness/impact of the CFR distribution project in terms of its intended objectives and assess/evaluate the level of satisfaction of beneficiary on the delivery of assistance including participation, relevance, targeting, timeliness, quality, and quantity of the support.
Components of the PDM
This PDM requires a compiled CFR distribution PDM report
Deliverables
a) Inception report
It should contain: The key data of the consultancy, suggestions for TOR amendments, if necessary, the consultancy preparation (team, timetable, distribution of tasks, reporting), evaluation design (chosen methods, approach, steps for their implementation, plan for enumerators and their training), tools for their implementation (questionnaires, KII, data processing and analysis etc.), a draft implementation plan for the consultancy. The inception report will be discussed with ASDEPO (MEAL and Program teams).
b) Preliminary Evaluation Report
All findings, conclusions and recommendations including the methodology should be described and presented, submitted and evaluated by ASDEPO Team.
c) Final report
The final report should be delivered including key findings, conclusions and recommendations and lessons learnt should be presented in a clear and transparent way, possibly put next to each other in a table to demonstrate the logic. All appendices and relevant pictures should be annexed.
Responsibilities and duties
ASDEPO will provide:
- All necessary /required project documents.
- Staff technical support during data collection
The consultancy firm will:
- Take the responsibility of logistic arrangement, deployment of enumerators and supervisors for the assessment
- Develop harmonized PDM tools that are integrated and aligned with the cluster standard tools, the project indicators, desired goals and methodologies for response strategy.
- Train and orient the data collectors on the use of the tools developed and best practices when conducting PDMs.
- Undertake the Post-Monitoring Distribution within the given timeframe.
- Submit a final Report outlining overview of findings, activities and any key recommendation for future CFR interventions.
Methodology
Target Population
The target population for this PDM will be the selected sample of beneficiaries those who have been received CFR assistance. The PDM will be conducted on the targeted households in Dembi Dollo town of Kelem Wollega zone, Oromia region where CFR distribution has been conducted.
Sampling Techniques
The sampling strategy must guarantee adequate representation of specific sub-groups of interest within the sample. This is based on the prioritization criteria used to provide the assistance.
The consultancy firm may select using:
- Probability sampling: where individuals are selected at random.
- Non-probability sampling: where people are selected based on subjective judgment rather than random selection.
Duration of the Work
The consultant will be contracted for a maximum of three weeks to complete the assignment starting from the signature of the contract. The final report submission date is March 10, 2025.

Criteria/procedures
The consultancy can only be done by consultancy firms. The firm that get the highest points as per the herein below criteria will be awarded the contract. The criteria will be based on technical capacity of the consultancy firm (60%) and financial viability (40%). The firm scored higher mark will be awarded the assignment.

Terms of Delivery and Payment
Payment schedule (upon receiving invoice from consultant):

b. A technical proposal of not more than 10 pages outlining how to execute the task with a clear framework, methodology and timelines.
c. Resume of the consultant, or each team member for firms

e. Proposed budget indicating consultancy fee, costs of enumerators/data collection, logistics cost and all other auxiliary costs in ETB.
f. Reference letters and the contact of at least three referees (email and telephone).
g. License to operate: Registration certificate from the country of origin and tax compliance certificate
h. Should be submitting sample of timesheet for the data collectors and supervisors.
