Terms of Reference Organizational Restructuring of FENAID at Fikir Ethiopia National Assosiation on Intelectual Disabilities

Job Description

1. BACKGROUND

The Fikir Ethiopian National Association on Intellectual Disabilities (FENAID) is an indigenous non-political, non-profit-making, and non-religious association that works to bring about practical changes in the lives of intellectually disabled children and youth in Ethiopia. The association works in collaboration with its local and international partners, which are working for the same cause. We are a member of Inclusion Africa and Inclusion International, a regional and global organization working for the rights of persons with intellectual disabilities.

Fikir Ethiopian National Association of Intellectual Disabilities (FENAID) is seeking to strengthen its organizational structure to:

  •  Improve the efficiency of its operations.
  •  Strengthen and enhance the structural relationship to its branches.
  • Ensure that the quality of services delivered to the organization’s branches and members is improved.

To this end, FENAID is mandated to direct and manage its relationship with its branches. FENAID is seeking the services of a consultant to create a comprehensive restructuring that will increase the effectiveness of its overall operational services in relation to its branches.

2. OBJECTIVES

The consultant is expected to build on earlier diagnostic work and provide technical leadership in reforming both the operational system and structural relationship of the Head Office and its branches to

  • Develop a shared vision and common goal.
  • Advise and propose solutions to deepen relationships between the head office and its branches.
  • Advise and develop strategies to formalize collaborations between the head office and its branches.
  • Advise and propose the roles and responsibilities of branches in relation to the head office.
  • Advise and propose a new legal relationship between the head office and its branches.

3. SCOPE OF WORK

The consultant involved in developing the structural reform strategy shall perform the following tasks:

Review the current relationship between the head office and branches with the intention of determining the key institutional constraints affecting the operational relationship and recommending technical and structural solutions to redress these constraints.

Develop standard methodologies for the technical tasks necessary for the efficient execution of the assignment.

Develop standards for assessment,

Review policies and regulations related to the structural relationship between the head office and its branches and development and develop appropriate actions and changes that may be needed to ensure that these policies and regulations are consistent with the objectives of the restructure process.

To ensure a stronger strategic and developmental link between the head office and branches, evaluate the restructuring process and offer recommendations. These recommendations would clearly outline how the head office and its branches collaborate closely throughout time to achieve a shared goal by defining their respective roles and responsibilities.

4. DURATION

It is expected that the delivery of the outputs of the consultancy will require 45 nonconsecutive days of professional effort from the inception of the consultancy.

5. DELIVERABLES AND REPORTS

Upon assumption of the consultancy, the consultant is expected to:

  • Prepare and submit an inception report within the first 10 days, detailing the approach to be adopted to successfully deliver the expected outputs. The report will provide a diagnostic of the problems to be addressed and will include any changes or modifications to the existing work plan after the initial review of existing conditions.
  • Submit a draft final report to the Executive Director and the Association Board 15 days after receipt of the official acceptance of the Inception Report.
  • Submit a final report at the end of, or within, 15 days of the final comments by the Executive Director and the Board on the draft final report.
  • The final report of the consultancy shall be delivered simultaneously to the Executive Director and the Board and will include:
  • A concise analysis of the key structural constraints affecting the head office and branch relationships and management and the recommendations to redress those constraints.
  • A well-structured workshop program for FENAID branches to provide the findings so that they, together with the head office, will decide the best way to strengthen the association and the structural issues.
  • A guideline for proper and effective formulation of head office and branch relationships.
  •  FENAID will be required to provide feedback to the consultant, in writing, within two weeks, (ten working days), of the receipt of the inception, draft, and final reports.
  • In the case of the inception and draft final reports, if the consultant fails to receive written or verbal communication from the FENAID within the stipulated ten working days, he can conclude that the relevant report has been accepted and move onto the next phase of the consultancy. Acceptance of the final report, however, must be obtained in writing.

6. BUDGET

The contract price for this consultancy will be fixed. This price must be all inclusive, and is to include all consulting assistance, the production of all deliverables, all consumables and all travel, and accommodation expenses.

7. COMPETENCIES

  • A consultant with broad knowledge of development issues, and with at least 5 years of relevant experience in the field of project management with a government, NGO, or international agencies as well as  similar national  associations that work  with  person with disabilities.
  • An established track record showing the ability to conceptualize, design, and implement specific capacity-building initiatives, and experience in advising clients on the design and implementation of organizational operations and structural design. Particularly, working in a disability-related environment will be an asset.
  • An established track record demonstrating the ability to design, organize, and implement effective training courses.
  • The ability to generate innovative and creative solutions to problems that contribute to improving organizational effectiveness.
  • The ability to communicate effectively, in writing and orally, and demonstrated evidence of an understanding of designing organizational structure and development goals.
