Terms of Reference For We can Work program officer

Introduction 

The Federation of Ethiopian Associations of Persons with Disabilities (FEAPD) is a non-profit, non-governmental umbrella association that represents the interests of persons with disabilities in Ethiopia. Established in December 1996 and re-registered as a consortium in August 2019, FEAPD serves as a common voice for its 38 member organizations of persons with disabilities (OPDs). The organization’s mission is to promote the overall participation of persons with disabilities in society through advocacy, inclusion, capacity building, and partnership formation. FEAPD works towards creating an inclusive society where persons with disabilities are effectively included on an equal basis with others.

FEAPD and Light for the world have long years of engagement on disability inclusion in Ethiopia.  In line with its economic empowerment strategy, Light for the World with funding from Mastercard Foundation will implement an 8 year project entitled We Can Work, to impact the lives of at least 1,000,000 young women and men with disabilities and enables them to access dignified and fulfilling work. The program works with umbrella Organizations of Persons with Disabilities and Entrepreneurship Hubs in Uganda, Kenya, Ethiopia, Rwanda, Senegal, Ghana and Nigeria. FEAPD is one of the umbrella OPDs representing Ethiopia in implementing the 8 years initiative.

To support this initiative,  FEAPD is recruiting program officer for the we can work program who will coordinates the planning, implementation, monitoring, evaluation, reporting and compliance of the We Can Work program at FEAPD.

Purpose 

• The Program Officer is working under the direct supervision of the Advocacy & Disability Inclusion Advisor and will be based in Addis Ababa and frequently travel to the project sites. The role holder coordinates the planning, implementation, monitoring, evaluation, reporting and compliance of the We Can Work program at FEAPD. He/she will dedicate 100% of time for the program to ensure program objectives are met.

Key responsibilities

Programme / project cycle management: 

• Ensure overall project cycle management of FEAPD’s project activities within WCW
• Coordinate collaboration and meetings among project partners (FEAPD, Light for the World, ADF, OPDs within Ethiopia etc.)
• Writing activity reports, projects updates contributing to quarterly data collection and reporting, preparing input to steering meetings and other programme management processes
• Using WCW and FEAPD monitoring tools and templates for the program.
• Collecting feedback and support the development of better systems and tools to help monitor and report against the planned program.

Training and Coaching

• Conduct training need assessment and trainings of target program participants and OPDs.
• Support Advocacy and disability inclusion advisor, in developing interesting and user-friendly awareness/training resource to empower OPDs, youths with disabilities, government organizations, and the community on the rights of persons with disabilities and related issues.
• Translate short documents in to local language or review the translation of materials.
• Coach, Monitor and evaluate to ensure the sensitization and training to relevant community actors on the rights of person with disabilities.

Knowledge management and sharing:

• Identify information relevant for youth with disabilities, and document, share as well as  disseminate in accessibly and youth-friendly formats
• Identify best practices in the areas of representation of youth with disabilities and economic empowerment advocacy and support documentation, learning and communication on these in close collaboration with colleagues at FEAPD, ADF and Light for the World

Proper Documenting and record keeping

• Produce terms of reference and activity reports for each activity implemented.
• Carry out regular documentation (recording and reporting) of activities, field trips and meetings; in coordination with other team members and efficient use of program’s resources.
• Maintain a database of information on the program (Disability, Gender and Age disaggregated).
• Participate in compiling lessons learned, designing and implementing events for exchange of program experience. .
• Prepare and submit monthly time sheet.

Responsible for implementing the safeguarding policies at program level

• Prepare work plans and implement safeguarding (PSEA, CFM) activities.
• Ensures that OPDs are aware of the safeguarding policies and facilitate trainings to build their capacity in this regard
• Ensure that the safeguarding policies are implemented at all levels in the program site
• Ensure that program participants are aware of these policies and promote to report any concern regarding PSEA and discrimination
• Monitor and document the progress of PSEA activities.
• Report immediately any concern, incident to the line manager concerning PSEA.

Duty station:

• FEAPD Addis Ababa office, with frequent travel to project areas.

Duration of contract: 

• one year with possibility of extension.

Gross Salary and Benefit Package: 

• Negotiable based on the organization scale, available fund & the candidates previous experience
