About TLMIE
The Leprosy Mission International – Ethiopia (TLMIE) is registered as an International NGO and has the vision of “The lives of people affected by leprosy in Ethiopia are transformed” which is part of the The Leprosy Mission’s global aim of zero transmission of leprosy by 2035. The organization is active in implementing projects reducing transmission of leprosy, stigma and discrimination across the country in partnership with other national stakeholders.
About MoH
The Ministry of Health (MOH) of Ethiopia is the federal government institution responsible for planning, implementing, monitoring, and evaluating health policies and programs nationwide. Its vision is to achieve a healthy and productive society through accessible, equitable, and high-quality health services. The MOH collaborates with regional health bureaus, development partners, NGOs, and research institutions to strengthen Ethiopia’s health system and address national and global health priorities. The TBLLD Program is a specialized unit within the MOH focused on the prevention, diagnosis, treatment, and control of tuberculosis, leprosy, and other respiratory diseases .It is part of the broader National Disease Prevention and Control Directorate.
Consultancy Overview
MoH in collaboration with TLMIE has plan to conduct leprosy mapping in 5 high burden leprosy zones (East Hararge, West Hararge, Arsi, West Arsi and Jimma) of Oromia region to know clear leprosy figure and to identify the leprosy burden status of woredas in the intervention zones.
We are looking for a senior professional for a short-term assignment to lead the leprosy mapping project to be implemented in five mentioned zones. The ideal candidate will possess considerable experience in managing project and data collection, analysis and interpretation as well as an excellent report writer, and results-driven. The aim of the project is to contribute for the elimination leprosy transmission in Ethiopia, particularly in leprosy high burden woredas through identification of areas with evidence based data. The consultant will be required to review the project plan and implementation of activities in consultation with MoH program team and stakeholders like TLMIE and GLRA.
Objectives of consultancy
To engage a qualified consultant to lead the leprosy mapping process, data collection tool development, testing the tools, organise and conduct training on the developed tools and data collection process for health workers, Analysis of the data and preparation of reports Report.
Scope of duty:
- Review leprosy data and annual reports from 2019 to 2024, and mapping, project documents
- Conduct regular meetings and consultations with leprosy program technical working group and key program staff
- Analyse programmatic data and reports
- Synthesize findings into a cohesive, reader-friendly report including donor reports
- Design the layout to finalize the report for publication
Methodology:
The consultant will sign up a participatory and evidence-based approach, including:
- Document Review: Analyze internal the last 5-year leprosy data
- Develop electronic data collection tool and conduct test for the tool
- Data Collection & Analysis: Gather and interpret both qualitative and quantitative data.
- Prepare donor report
- Validation Workshop: Present draft findings for review and input.
- Organize and conduct case finding campaigns
- Finalization: Incorporate feedback, finalize narrative, and support report design.
Duties and Responsibilities
The consultant will develop, in consultation with program lead, a detailed work plan that will include undertaking at least the following tasks:
- Review secondary literature on development proposal as well as existing initiatives implemented TLMIE;
- Review the call for proposals’ guidance document and the concept note submitted TLMIE, including the call’s objectives and priority thematic areas
- Review thoroughly other TLMIE and TLMGB key source documents like previous funding proposal, strategy documents, assessment criteria, project proposal, budget and project management work book templets
- Reach out to key persons from key stakeholders to discuss their added value in the context of this call for proposals, help identifying their priorities
- Propose relevant ideas which serve TLMIE needs and which simultaneously satisfy TLMGB programme’s objectives;
- Review the strategies of TLMIE and TLMGB
- Undertaking related research in support of the proposals
- Identify the scope of the project and the desired outcomes
- Develop risk assessment and mitigation plan
- Develop budget for the project in consultation with finance team
- Reviewing technical proposal to ensure it is high quality, complete, clear with logical flow and that they align with the funder requirements
- Capacitate and support TLMIE program team in proposal writing

Timeline and Payment Terms
The consultancy agreement covers October to December 2025. During this period, the consultant will draw up the coaching schedule which will be reviewed and approved by TLMIE.
Competencies/Knowledge:
- Ability to integrate different experiences, methodologies, and approaches from a diverse range of stakeholders and organizations
- Strong communication skills (written and oral)
- Previous experience and knowledge of mapping is an asset
- Highly skilled with Microsoft Office Applications, statistical analysis software and other relevant software
- Good level of digital literacy and familiarity with digital tools and software for data collection and analysis
- Excellent interpersonal skills and demonstrated experience working in a multicultural environment.
- Passion and demonstrated commitment to leprosy program and TLMIE’s and MoH’s core values
- Background/familiarity with Leprosy program will be an asset.
- Proven ability to work collaboratively as well as independently, manage multiple priorities, be detail-oriented, and demonstrate initiative

About You
Experience and Qualification
- Masters in Epidemiology, biostatistics, public health.
- A minimum 5year experience in research, Mapping, and related field is required.

- Excellent English speaking/writing skills required

Interested applicants who meet the minimum requirements of the consultancy service are invited to submit their technical proposal outlining the proposed methodology along with a financial proposal inclusive of applicable taxes.
The technical proposal shouldn’t exceed 3 pages and must be accompanied by curriculum vitae of the coach.
At least two positive references/recommendations from past employers/ clients is mandatory.
