Terms of Reference for Consultancy Services to Conduct Two days’ Training on Grant and Financial Management for Nonprofit Organisations

1.    Organizational Background

The Ethiopian Center for Disability and Development (ECDD) is an Ethiopian non-governmental, non-religious, non-profit development organization established in 2005. ECDD works collaboratively with other organizations to promote, facilitate, and build organizational capacity for “Disability Inclusive Development” in Ethiopia – the inclusion of disability issues and persons with disabilities and their families in mainstream government service delivery and development organization programs. ECDD was re-registered on 17 May 2019 as a local CSO, Registration No. 0321, with the Civil Society Organizations Agency under the Organizations of Civil Societies Proclamation No. 1113/2019.

ECDD envisions an inclusive Ethiopia, where children, youth, and adults with disabilities, regardless of gender or kind of disability, as well as their parents and families, enjoy the same rights and have access to the same health, educational and social services, training, and work opportunities enjoyed by other citizens.

ECDD is planning to hire a consultancy firm to deliver trainings on Grant and Financial Management to properly manage its multi-grant programs/Projects.

Purpose

The purpose of hiring Consultancy firm for Grant and Financial Management Training is to assess and develop the capacity of ECDD Staff selected for the training. The training covers duration of three days, for participants of about 20 to 25 participants.

Expectation from the Consultant:

The consultancy firm is expected to:

·       Conduct a high-level needs assessment to identify gaps in financial and grant management processes and capacities.

·       Prepare and develop a contextualized training manual, materials for the training, power point presentations and handouts for non-profit organization managing multi-grant programs including the following major points:

Ø  Managing multiple-funded program

Ø  Tools for Efficient Management of Donor-Funded project

Ø  Critical Terms and Conditions of Grant Aid

Ø  Compliance Regulations/ Compliance with Donor Terms and Conditions

Ø  Financial Management

Ø  Procurements and Property Management

Ø  Accounting Records Management for Multi-Grant Program/Projects

Ø  Audit Requirements and Maintaining Internal Control System

Ø  Financial Reporting

Ø  And other related topics: Fraud, Sub-Grantee Monitoring

• Prepare a training delivery methodologies and schedules with full itinerary of the activities,
• Facilitating interactive training sessions for the staff of the partner organizations, ensuring that they acquire the necessary skills and knowledge to effectively manage finance and ensure compliance
• Monitor and evaluate the effectiveness of the training program and provide recommendations for future improvements and additional capacity-building initiatives.
• Prepare and submit a detailed report of the training programme that shows the progress

Deliverables

The consultant will be responsible for delivering the following:

·       Provide analysis of the strengths and areas requiring improvement in financial management and grant management.

·       Inception report

·       A comprehensive training customized to address the specific needs of ECDD. This includes training materials, resources, and guides to support the implementation of the training program.

·       A comprehensive report on the conducted training sessions, incorporating participant feedback, lessons learned, and recommendations for future training programs.

·       A final evaluation report assessing the effectiveness of the training program, including an analysis of the outcomes achieved and recommendations for future capacity-building initiatives.

Requirements

The Consultant should have the following minimum qualifications and experience to be eligible for trainer selection:

At least 5 years’ experience preferably trainings on NGOs grant and financial management systems. Letters attesting the work done in such organizations should be attached. Copies of renewed licenses and VAT/TIN certificates are required.
