Terms of Reference for Consultancy Services to Conduct Formative assessment of Community Service as Pathways to Work (CSPW)program

INTRODUCTION

These terms of reference (ToR) outline the scope of work of the CSPW program formative assessment that will inform the implementation of the program and the baseline study.  A consultant in agreement with the CSPW PMELR team will conduct the formative assessment.

• A minimum of post-graduate or equivalent qualification/degree in Research, Communication, Marketing or any other relevant disciplines.
• At least 5-7 years of prior work experience and proven records in conducting formative assessment in the field of youth empowerment and development, marketing, advocacy, policy, strategic management  etc.
• Have solid knowledge and understanding on Gender and social inclusion, youth empowerment and development issues in Ethiopia along with a demonstrated ability to produce high quality research findings and proven record of accomplishment of similar assignments.
• Strong analytical skills with the ability to communicate detailed concepts clearly and concisely both in spoken and written English.
