This collaboration increases effectiveness, both in working in the target countries and in campaigns change to advocacy aimed at influencing the attitudes and policies of politicians and general public opinion and awareness in Europe.

People in Need (PIN) – Ethiopia invites eligible and qualified bidders to participate in the tender for the provision of External Audit Services, as specified in the tender documents.

PIN invites licensed and legally registered audit firms in Ethiopia to submit proposals for the external audit of PIN’s financial statements for the year ending 31 December 2026, with an option for three additional years.

Interested firms must meet the following minimum requirements:

  • Valid legal registration and operating license in Ethiopia, including valid business license/commercial registration and TIN/VAT certificates.
  • Valid AABE audit firm registration and renewed practicing license.
  • Auditor must be duly licensed to practice as a public auditor in accordance with applicable Ethiopian requirements, including Directive No. 1096/2017.
  • At least 3–5 years of external audit experience, preferably with NGOs/INGOs.
  • Demonstrated experience auditing at least two NGOs/INGOs during the last three years, with client references and supporting evidence.
  • Demonstrated IPSAS audit experience.
  • Proposed audit team should include an Audit Manager/Lead with ACCA/CPA certification and relevant NGO/INGO audit experience.
  • Ability to conduct the audit in accordance with IPSAS, applicable Ethiopian laws/regulations, and donor requirements.
  • Submit all required Annexes A–E, duly completed, signed and stamped. Failure to submit the mandatory documents will result in automatic disqualification.
  • Under Directive No. 1096/2017, the auditor must be duly licensed to practice as a public auditor to be eligible to participate in this procurement process.
  • Submit the technical and financial proposal in ETB within the stated deadline.

Clarification

PIN will provide responses to clarification requests by email no later than 5 October 2026. Where a clarification is provided, the response will be shared with all participating tenderers to ensure equal access to information.

Submission of Tender Offers

Any tender offer received after 7 October 2026 at 3:00 PM will be considered late and will not be considered for evaluation.
