Job Description
Under the framework of the project “SECOND LIFE: Developing skills in the field of industrial solid waste valorisation for new employment and entrepreneurship opportunities in Ethiopia”, funded by AICS, C.I.F.A ETS, in collaboration with the project partner PROPRIDE, has launched a call for experts for the provision of consultancy services for undertaking a Vulnerability Assessment.
1. Background
CIFA and its partners have recently started implementing the “Second Life” project in the Addis Ababa and Dire Dawa City Administrations. The project intends to address critical issues in Ethiopia, including high unemployment, poor working conditions, gender inequality, and barriers to vulnerable groups’ access to the labor market.
The project was also designed to promote inclusive and sustainable economic growth, full and productive employment, and decent work for all (G.O.), and to strengthen Ethiopia’s vocational training system in the green economy sector, contributing to the building of new skills in waste management and social and labor inclusion of vulnerable groups (S.O.) It also intends to enhance the National TVET training system, connect companies that can offer employment to individuals with the necessary skills, and directly impact the people seeking jobs by prioritizing employment opportunities that respect human rights and align with relevant Sustainable Development Goals (SDGs).
This project is expected not only to create new jobs for vulnerable groups, including women, youth, and people with disabilities (PwD), but also improve the living conditions of those trained. The initiative will focus on sectors that are still developing, such as the green economy and waste collection and recycling, as it is consistent with government policies and will be supported by local companies, community organizations, and partnerships with other international stakeholders.
The implementation will take place in the Addis Ababa and Dire Dawa City Administrations, focusing on two Technical and Vocational Education and Training (TVET) institutions: Akaki Polytechnic College in Addis Ababa and Polytechnic College in Dire Dawa. Additionally, it will involve two industrial parks: Bole Lemi Industry Park in Addis Ababa and Dire Dawa Industry Park. The project will be implemented in these areas by a consortium of Italian and Ethiopian organizations, lead by C.I.F.A. ETS.
The diversified partnership is crucial to achieve the above objectives. While ITS Bergamo and AREA will collaborate with CIFA, FTVETA and PROPRIDE to support TVET system training agencies and organizations in Ethiopia to provide inclusive and quality training in the green economy (waste management) sector and facilitate access to the job placement, at the national and international level (R1), ISCOS and CETU will sensitize Companies in the Industrial Parks of Addis Ababa (Bole Lemi) and Dire Dawa on environmental sustainability, workers’ rights, diversity inclusion, and gender and contribute to reduce skills mismatch (R2). Finally, the consortium will accompany vulnerable groups – Women, youth, and PcD in Addis Ababa and Dire Dawa – to develop their personal and professional path, supporting access inclusive and worthy labor markets in the Waste management sector, at the operational and management level (R3).
The overall intervention will be addressed by two different studies. Within the Result 2, a technical/economic study on the local waste market and viability for SMEs active in the sector and supported/created within the intervention, also to identify best practices and technologies best suited for separate waste management, taking into account local conditions and available resources, will be conducted by ERICA. Within the Result 1, activity 2, focused on inclusive education, a Vulnerability Assessment will be led by C.I.F.A and supported by PROPRIDE to identify barriers to education and employment for vulnerable groups.
About You
Under the framework of the project “SECOND LIFE”, funded by the Italian Agency for Development Cooperation (AICS), CIFA ETS is launching a call for experts for the provision of consultancy services for undertaking a Vulnerability Assessment. The aim is to seek for an expert/firm who can carry on a Vulnerability Study to assess the types of vulnerabilities and barriers faced by vulnerable groups in accessing technical and vocational education in the target TVETs and to identify practical, evidence-based and feasible solutions to improve accessibility and inclusion.
This involves socio -economic, gender-based, disabilities, vulnerability related to migration status, and barriers not limited to physical accessibility but also psycho-social factors, inadequate teaching methods, and learning material..). The overall objective of the assignment is to conduct a vulnerability assessment of potential beneficiaries of the project in the target areas and to assess accessibility and inclusiveness of the two target TVETs.
