Job Description

Temporary Driver

SDR

The follow-on TC module ‘Capacity development to strengthen drought resilience in the lowlands of Ethiopia’ (CDSDR III) is an integral part of the development cooperation programme ‘Rural Development in Ethiopia’ under the core area ‘Living without hunger – transforming agricultural and food systems. As the basis for establishing the DC programme a portfolio review is currently being conducted in what has to date been the priority area ‘Sustainable management of natural resources, land management and food and nutrition security’. The review is to consolidate the ‘green portfolio (including the protection and sustainable management of biodiversity (and forest resources))’ in Ethiopia and align it with the BMZ 2030 reform strategy.

The CDSDR III measure is aligned to the national policy and strategy framework. The government of Ethiopia stresses the importance of agriculture development. The economic potential of livestock production, the development of water points, the arid and semi-arid lands, and here, the importance of enhanced drought resilience is increasingly recognized, as shown with the following:

  • The Ethiopian Government has developed the Country Programming Paper (CPP) to End Drought Emergencies in the Horn of Africa (2012). The CPP is firmly anchored to the Government’s Growth and Transformation Plan, Five Year Plan (GTP II).
  • Ethiopia‘s Agricultural Sector Policy and Investment Framework (2010) is putting emphasis on productivity improvement and commercialization and demanding more sustainable natural resource management (NRM) practices.
  • Ethiopia‘s Sustainable Land Management Investment Framework (ESIF) is forming the basis for all projects on sustainable land management (2010), which is an offshoot of the first strategic direction for SLM in the country i.e., the CBPWD Guideline.
  • The Progressive Land Use Proclamation (2006), which helps to improve the land use rights and improves land tenure security.
  • The “Climate-Resilient Green Economy” (CRGE) strategy stresses improved crop and livestock production for food security and income while reducing emissions as well as protecting woodlands and pasture.

GIZ has been supporting the implementation of CDSDR since 2013 in different forms in Afar and Somali regions. Starting from October 2022, GIZ CDSDR III increased its geographical coverage and included two additional regions, Oromia and Southern Nations Nationalities Peoples’ Region.

Within this framework, GIZ-CDSDR III) will focus on the enhancement of the efficiency of DVRPU approach and service delivered by federal, regional and local institutions for planning and implementing sustainable land management and productive uses measures.
