About Feed the Future Ethiopia Transforming Agriculture

Feed the Future Ethiopia Transforming Agriculture is a 5-year project that aims to increase access to healthy diets for Ethiopians, particularly for women and children. Transforming Agriculture has three intermediate results:

Background

In Phase I, Feed the Future Ethiopia Transforming Agriculture introduced modern Enset processing machines designed to convert mature Enset plants into high-quality semi-processed Enset products such as kocho and bulla dough to five Enset-targeted MSMEs in Southwestern Ethiopia. This was achieved through partnerships with private manufacturing companies and Arba Minch University. Building on this success, Phase II of the program plans to onboard nine additional modern Enset processing machines for the coming selected MSMEs.

A total of 14 Enset MSMEs (five existing and nine newly onboarded) in the Southwestern area have been equipped with Enset processing machines to convert mature Enset plants into high-quality premium products, such as kocho and bulla dough. In addition, the Haiti Bread and Injera Producer and Distributor (HBIPD) will be supported by Ethiopia Transforming Agriculture with an advanced Enset dough processing machine, which will transform kocho and bulla dough collected from the MSMEs into Enset powder—an essential input for HBIPD to produce Enset-based food products.

The support of this modern Enset dough processing machine will boost the supply of Enset powder, enabling HBIPD to produce 2,000 loaves of bread, 2,000 pieces of injera, 50 kg of cakes, and 10 kg of cookies daily.

Enset dough processing machines such as hydraulic pressers for kocho and bulla dough for water removal, dryers for moisture reduction, flour millers for particle size optimization, and sieving machines for uniform powder grading are relatively new technologies. Manufacturers with experience in producing comparable machines, including tuber and groundnut pressers, green pepper milling machines, and crop powder sieving systems, are expected to adapt their existing designs to Enset processing.

To ensure technical precision, a contracted individual consultant with expertise in similar food processing machinery will support the selected manufacturers in design improvement, performance requirements, and onsite fabrication workshops to guide the selected manufacturer in developing efficient and reliable Enset dough processing machines.

Assignment Objective

The overall objective of this assignment is to engage a qualified individual consultant to support the selected manufacturers in design adjustment, onsite technical workshops, and deliver a functional Enset dough processing machine by manufacturing new machines or modifying similar crop processing machinery. The technology will improve efficiency, quality, and scalability of Enset powder production for commercial-based processing.

  • To conduct a technical assessment of Enset dough characteristics (moisture, fiber, viscosity, variability, and others) to guide machine development.
  • To manufacture new Enset machines or modify other commodity processing machine subsystems (feeding, milling, pressing, drying, and sieving) for Enset, ensuring that each is redesigned to function effectively as part of the Enset dough processing machine.
  • To ensure the use of food-grade materials and pretest results meet established standards/specifications for throughput and product quality.
  • To validate the machine’s performance by measuring Enset powder output and quality against HBIPD’s daily requirements.
  • To confirm that the completed Enset processing machines achieve specified performance and product quality benchmarks.

Activities

A qualified engineer will be engaged to support the selected company in adapting, design modification, and manufacturing Enset dough processing machines. As part of the consultancy, the engineer will conduct raw material characterization, redesign critical subsystems (feeding, size reduction, dewatering/pressing, drying, and sieving), and modify the machines.

The consultant will also ensure the use of food-grade materials and confirm that the machines align with the daily requirements of the Haiti Bread and Injera Producer and Distributor (HBIPD) grantee. Finally, the consultant will carry out confirmation on the completed Enset processing machines to verify that they consistently meet the specified performance and product quality benchmarks.

Task 1: Enset raw materials (Enset dough) characterization

The primary purpose is to quantify how Enset dough behaves under different processing conditions such as pressing to remove water, drying the pressed dough at high temperature, and grinding the dried dough in order to generate reliable information that will guide the design upgrade/manufacturing of the Enset dough processing machine.

Because Enset dough has unique physical and mechanical properties including moisture content, fiber composition, stickiness, viscosity, elasticity, and bulk density, it is crucial to understand these characteristics to determine how the dough interacts with various machine components.

By measuring and analyzing these parameters, the consultant will be able to accurately size and calibrate each subsystem of the machine, including the feeding mechanisms, milling units, dewatering/pressing systems, drying chambers, and sieving units.

To support raw material characterization, the FtFETA team will gather representative Enset dough samples from MSMEs and provide them to the consultant and manufacturer.

The consultant will characterize Enset dough and provide the characterization data sheet containing all necessary and relevant data.

The consultant will provide recommendations and technical support to the manufacturers in design modification and manufacturing Enset dough processing machines, with specific guidance on press drive force, pump and feeder selection, mill type, screen size, dryer residence time, power requirements, and other critical parameters.

Task 2: Define product & process specifications

The purpose of defining product and process specifications is to set clear, measurable targets. This ensures that the redesigned process consistently produces high-quality Enset powder that meets both operational and market requirements.

Key elements include:

  • Ensure the design modification and manufacture of Enset machines that will process the required amount of Enset materials per day. Processing capacities—squeezer: 504 kg Enset dough, dryer: 504 kg Enset dough, miller: 302 kg dried Enset dough, and sieving: 302 kg Enset powder.
  • The final Enset product defines the desired quality characteristics.
  • The particle size distribution of Enset powder should be carefully manufactured to ensure a uniform texture suitable for its intended uses.
  • The final moisture content is maintained at approximately 10 to 12 percent, a level that supports powder stability and extends shelf life.
  • The organoleptic qualities, including taste, aroma, and appearance, are evaluated to ensure they meet consumer expectations and standards.

Enset powder samples will be sourced from HBIPD or other Enset powder processing companies and provided to the consultant or manufacturer as reference materials for producing Enset powder.

Task 3: Gap analysis — Similar crop processing machine vs Enset requirements

Conduct a comparative analysis of the selected machine manufacturer’s existing experience with processing other commodities and identify capability gaps relative to Enset processing requirements for each subsystem.

  • Feeding subsystem: Address challenges arising from the high stickiness of Enset dough, which increases the risk of bridging and hopper clogging compared to cereals and legume-based feedstocks.
  • Dewatering/Pressing subsystem: Recognize that Enset dough’s elevated moisture content necessitates higher press forces than those typically required for tubers and nuts.
  • Drying subsystem: Incorporate dryer mechanisms to effectively manage Enset’s sticky behavior during dehydration.
  • Sieving subsystem: Integrate high-frequency vibration systems to mitigate blinding and ensure consistent particle separation in Enset powder and granules.

The consultant should prioritize a list of recommended modifications by systematically analyzing the manufacturer’s current experience with processing other commodities and aligning it with the unique requirements of Enset dough.

Task 4: Design modification or manufacturing

The purpose is to achieve precise design modification, uphold manufacturing standards, and optimize machine components.

  • To oversee design accuracy, materials selection, and manufacturing standards.
  • To transfer technical know-how and support the manufacturer on the workshop site.
  • To anticipate and solve technical challenges.
  • To ensure that machine components (pressers, dryers, mills, and sieves) are properly dimensioned, integrated, and optimized for Enset dough characteristics (moisture, fiber, viscosity, etc.) and product specifications during the manufacturing phase.

Task 5: Pilot testing & remodification

The purpose is to evaluate the machine’s capacity to convert Enset dough into quality powder, verify the effective performance of all subsystems, and implement step-by-step modifications and improvements based on test results.

Together with the FtFETA team, the consultant should operate all machines (squeezer, dryer, miller, and sieving) under real test conditions using actual Enset dough, not substitutes.

Collect key pilot test parameters related to the machine subsystem specification including throughput (kg/h), moisture removal profile, drying profile, particle size distribution, product quality, etc., and submit the report.

Adjust and improve the machine design or operating parameters based on results until targets are met.

Task 6: Handover

The consultant will submit all necessary documents to FtFETA, such as:

  • Technical documentation such as design specification
  • Performance validation reports (showing the machine meets agreed targets)
  • Spare parts list and technical support plan

Eligibility Criteria

Key Qualifications Expected from Applicant Individual Consultant

Evaluation Criteria

  • TechnicalCapacity (40%): Extent to which the applicant has a clear approach to all components of the assignment as outlined in the “activities” section of this ToR. Applicants must clearly explain their methods, including how they will clearly demonstrate that they have the appropriate skills, experience, and qualifications to contribute to the manufacturing of Enset dough processing machines.
  • Expertise (25%): Extent to which the profile and experience of the company and proposed team members to carryout the assignment aligns withthe “key qualifications” section of this scope of work.
  • Cost (20%): Reasonableness of the proposed cost to complete the assignment.
  • Past Performance (15%): Extent to which applicant can demonstrate successful accomplishment of similar assignments, including references from prior clients

  • At least three examples of similar engagements undertaken previously, and the results achieved (including references on previous successful accomplishment of similar assignments) not exceeding 2 pages.
  • Detailed CVs (2 pages per CV) of the proposed team member(s) for carrying out the assignment and copies of degrees from recognized academic institutions. A brief methodology/ process for executing the assignment not exceeding 3 pages. At minimum, the methodology must outline the methods and strategies employed. The consultant may begin by assessing Enset dough characteristics moisture, fiber, viscosity, and variability to generate data that guide machine design and manufacturing. Based on these insights, subsystems from other commodity processing machinery (feeding, milling, pressing, drying, sieving) will be adapted, redesigned, and tested for effective integration. The consultant will then oversee the development of a machine, conduct rigorous performance and quality testing, and validate that the machine meets throughput and product quality standards. Finally, confirmation testing will ensure the completed machines consistently achieve the specified performance benchmarks. Furthermore, applicants must submit their financial proposals in local currency including taxes detailed for each of the expected deliverables in the budget template provided by FtFETA below.
