The Ethiopian Agricultural Transformation Institute (ATI), formerly known as the Agricultural Transformation Agency (ATA), is a strategy and delivery-oriented government institute created to help accelerate the growth and transformation of Ethiopia’s agriculture sector, which is a key contributor to the country’s GDP, exports, and workforce. The ATI’s work is cantered on improving the livelihoods of smallholder farmers (SHFs) across the country for improved income, inclusiveness, resilience, and sustainability.

Position Summary

The Technical Advisor: Executive of Finance -Food Systems  will be responsible for ensuring that the finance and financial administration functions are implemented efficiently and cost-effectively and provide adequate support to the CEO and Senior Directors.

She/he is responsible for monitoring the development and utilization of budget and preparing financial reports as per the organization reporting timeline and need of partners. The Director ensures legal and regulatory compliance for all accounting and financial related function. The Director of finance also oversees cost and general accounting, accounts receivable/collection and payroll and risk management.

Outcome 1: Financial Planning and budget monitoring (20%)

·       Collaborate with Senior Directors and other budget holders in the planning process and lead the preparation of operational, supplemental, midyear projects as well as government budgets.

·       Oversee the monitoring of payment requests, purchase requisitions, and new hire proposals to ensure budget availability.

Outcome 2: Treasury, disbursement and data Management (35%)

·       Oversee the timely request of funds transfer from government and development partners to ensure sufficient liquidity is accessible.

·       Make sure that the data management is robust ensuring the ERP records are complete and accurate. Also oversee the performance of accurate reconciliations bank balances, verification of receivables/payables, correctness of fund accounting system and updating of foreign exchange gains.

·       Ensure prompt and efficient delivery of financial services, including timely processing of payments for salaries, procurements, per diems, and other settlements.

·       Oversee that all financial documents are fully complete, stamped paid, and securely stored in a lockable archive.

Outcome 3:       Internal Control and Compliance (20%)

·       Update the Financial Procedure Manual as necessary

·       Coordinate the Compilation of the annual general-purpose financial statements for statutory audit

·       Ensure that sufficient assistances are offered by the finance team during Internal and external audits/verifications of financial accounts and systems.

·       Coordinate on the steps taken in response to the results from audits and verifications.

·       Assess gaps and provide practical training on financial reporting, donor requirements, and other contractual and legal obligations to enhance compliance.

Outcome 4:       Financial Reporting (25%)

·       Lead the finance team in the preparation and submission of financial reports to donors, government, and parliament.

·       Collaborate with the Senior Budget and Financial Reporting Manager and Senior Financial Officers to prepare and submit budget monitoring (BVA) report to budget holders and other relevant stakeholders.

·       Ensure that Senior Management Team gets timely and accurate cash balance and cash forecast reports.

Required Qualification, Competencies and Experience:

·       Master’s or PhD Degree in Accounting, Financial Management, Accounting and Finance and related fields.

Minimum 12 years for Masters and 6 years for PhD relevant work experience out of which 6 years is in leadership and managerial position
Working Conditions Requirements :

·       He/she is stationed in the office, ensuring satisfaction among multiple stakeholders and the appropriate delivery of services. Additionally, there will be occasional travel to banks, the Ministry of Finance (MOF), and Field Visits and to regional offices etc.

Behavioral competencies:

·       Proven ability to manage the overall work process of a finance unit by ensuring effective work assignments, supervision and development to ensure availability of competent and well-motivated staff.

·       Critical thinking, well organized, analytical, and determined to follow through.

·       Demonstrated ability in problem solving, priority setting, planning and delegation.

·       Detailed knowledge of the Ethiopian financial laws, regulation and procedures.

·       Ability to work in a very busy environment and good in stress management.

Technical competencies:

·       Good knowledge of Financial Management and Accounting.

·       Familiarity with Ministry of Finance Directives and multi donors’ funded projects and project reporting is essential.

·       Excellent knowledge of accounting software’s.

·       Excellent computer skills with knowledge of office software packages, such as Agresso ERP and IFMIS.

Other requirements (Languages, Licensing or Certifications)

·       Certification in Accounting is an advantage.

·       Excellent written and oral communication skills in English and Amharic.
