About the Project

Oxfam GB expects to bid for donor funded projects from a range of institutional donors. We are now seeking expressions of interest for long and short-term experts in fields related to Rights, Resilience and Response, working across humanitarian-development and peace in fragile and conflict affected contexts, to be part of a Talent Pool of key experts.

Candidates that are included in the Talent Pool will be contacted if selected to participate in the recruitment process, should a job opportunity arise at the prepositioning stage or after a call for proposal is released. The CV of the selected candidate will be included in Oxfam’s application for funding and the role will be awarded only if the opportunity Oxfam is successful.

Project Location: The position will be based in one of the following countries: Bangladesh, Myanmar, Nepal, Iraq, Lebanon, OPTI, Syria, Yemen, Malawi, Mozambique, Zambia, Zimbabwe, DRC, Ethiopia, Kenya, Somalia, South Sudan. The project location will be defined at the pre-positioning stage based on donors’ requirements.

Job Description

The Team Leader will be accountable for the delivery of the project’s technical outputs and results and meeting all standards to the satisfaction of Oxfam GB and the donor. S/he will be responsible for providing overall strategic and policy guidance, assessing project progress against targeted results, financial management, leading and supervising the project delivery team (both technically and managerially), management and oversight of MEAL systems and processes, and planning and designating project resources. S/he will also be responsible for coordinating internally and externally, managing relationships with donors and other high-level stakeholders at country level, supporting and working collaboratively with local partners and keeping all relevant stakeholders informed and engaged throughout the project period. The Team Leader will also be responsible for leading, coordinating and validating Technical Assistance initiatives with partners, mobilising and coordinating initiatives with experts, collating mission briefs and deliverable reports. S/he must ensure minimum standards around do no harm, safe programming and conflict sensitivity are upheld.

Minimum requirements:

  • Master’s degree in humanitarianism, development studies, peace and conflict studies, sociology, social or political science, or another relevant field or equivalent.
  • Full fluency in English. Fluency/strong working knowledge in an additional relevant national or regional language is highly desirable. Key languages include Arabic, French, Swahili.
  • 10 years professional experience in the development, humanitarian or peace and conflict sector, preferably with L/NNGOs, INGOs or UN with at least 5 years working with vulnerable and conflict-affected groups.
  • 5 years of experience in project management, implementation, and design, including budget and line management, in programmes related to conflict and fragility, including prior experience as a Team Leader.
  • Demonstrated experience working with key institutional donors including FCDO, EU, UN, World Bank, AfDB and ADB.
  • Strong experience in managing programmes in situations of protracted crisis.
  • 3 years professional experience in fragile, conflict-affected contexts in MENA, Asia, or Sub-Saharan Africa depending on the project location.

Specific professional experience:

  • Able to work with a high level of autonomy and flexibility, drawing on previous practice and policies, whilst creating new and innovative solutions.
  • Expertise of working with a range of actors on rights & resilience, including public, private, and non-governmental organisations, including at grassroots level.
  • Evidenced knowledge and understanding of the factors contributing to conflict, fragility, and poverty.
  • Practical experience of at least 5 years in successful resilience building with vulnerable and conflict-affected populations including conducting needs assessments and analysis of results, development of subsequent training and coaching plans, development of curricula and training materials, organisation, and delivery of trainings.
  • Strong skills in adaptive management, agility, and context-responsive programming.
  • Practical experience of supporting peacebuilding/local capacities for peace, conflict sensitivity and conflict resolution.
  • Ability to draft clear and concise technical reports.
  • Knowledge and experience of project cycle management.
  • Experience with coalition building in countries where Oxfam work.
