About the programme

Education Development Trust is implementing the DFID funded TARGET programme (which stands for Technical Assistance to Reinforce General Education Quality Improvement Programme for Equity, GEQIP-E) in Ethiopia since August 2019, through providing targeted Technical Assistance to the Ministry of Education at Federal, Regional, Woreda and school levels.

TARGET is designed to complement and amplify the effects of GEQIP-E by addressing systematic challenges, particularly through enhancing education delivery and school leadership practices. Its vision is improved school and system performance through direct interventions and relevant system strengthening. This will be achieved by working on four

integrated tasks:

Task 1: Strengthening delivery practices (information, analysis, routines, problem identification and solving, decision making) in MoE, REB, WEOs and schools to orientate the system towards improved outcomes.

Task 2: Reforming initial school leadership training for school principals to put teaching and learning at the heart of school leadership.
Task 3: Strengthening school leadership and Continuous Professional Development (CPD) to improve instructional leadership, accountability and grant use, especially in the worst-performing schools; and to support a culture of problem-solving at the system and school level to address barriers to access and learning for the most marginalised.
Task 4: Improving systems monitoring, evaluation, research, and analysis (MERA) to achieve a system-wide culture of learning.

About the role

The CPD specialist will work closely with partners and government counter parts to develop a strong culture of delivery of reformed CPD for school leaders.  S/he will oversee and liaise with regional TTEs in relation to pilot intervention in four of the emerging regions and school leader CPD pilot and scale up at regional level. S/he will also collaborate closely with CPD TARGET technical expert at MOE.

Job objectives

  •  Establishing strong working relationships with all the key players involved in current
    school leadership development and school improvement planning.
  • Working closely with the Ministry to develop a strategy for scale up of reformed
    school leadership CPD.
  •  Work in strong partnership with the Ethiopian Ministry of Education, Regional
    Education Bureaus and Woredas.
  • in consultation with the School Leadership CPD Lead and the Partnership and
    Incubation Hub Manager, support the design of model interventions to support
    equity and inclusion in the emerging regions.
  • The Specialist provides technical guidance and management support
    throughout the programming processes to facilitate the administration and
    achievement of TARGET outputs related with School leader CPD intervention.
  •  Coordinate, support and provide technical assistance and operational
    support to the School Leader CPD intervention.
  •  Work closely and collaboratively with National SIP task team, CPD TTE,
    the ministry of education, regional education bureaus, consortium partners, CSOs etc.
  •  Provide technical assistance/advice on all aspects of school Leader CPD
    programming and implementation.
  • Liaise with the partnership and incubation hub manager to ensure the model
    interventions implementation aligned with the overall goal of SIP reform.
  • Capture and share knowledge and experiences to promote learning.
  • Prepare regular/mandated program/project reports for management,
    donors, and partners to keep them informed of program progress.

Person specification Knowledge

• Master’s degree and above in School Leadership, Education Planning and
Management, Inclusive education, gender, or related field of study
• Understanding of education sectors, with a broad perspective on how the Ethiopian
system operates including role of public, private, and non-government organizations
• Strong knowledge of effective school leadership
• Strong knowledge on girl’s education intervention in Ethiopia
• Strong awareness of and responsiveness to digital learning technology

Experience

• At least 8 years of experience in implementing monitoring multi-year, multi-component
education programmes
• School leadership training on the areas of; instructional leadership; leadership for
school improvement, leadership for inclusion, girls’ education, equity and excellence
and leadership for building a culture of continuous improvement, high expectations and
accountability
• Leading education reform
• Planning, prioritizing, sequencing, managing, problem-solving and reporting on
implementation of projects Skills
