INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009.  With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

Overall Purpose of the Role: 

The Support Services Manager will supervise the Financial/Administrative, Human Resources and Logistics departments at the field office level. The Support Services Manager will ensure compliance with all DRC Operations Handbook Manual (OH) alongside donor policies, procedures, guidelines and rules.

She/he will be responsible for evaluating and verifying the budgeting, financial and procurement planning, reporting and be an audit focal point at field level, for a smooth functioning of the finance, admin, HR matters and logistics procedures, including procurement at field, as well as assuring linkages with other departments and country wide.

She/he will seek and receive policy guidance/ instructions and support from Area Manager, and Finance, HR & Admin and LOG in CO units and HoSS, within their respective areas of responsibilities

 

RESPONSIBILITIES

Financial Management

  • Participates in the financial analyses of Tigray program, and provide strategic support for field management team
  • Managing the DRC Tigray financial movements, by verifying the processes, ensuring that they are in accordance with DRC’ and donor’ rules
  • Verify the final documentation and its compliance and reviews all concerns and set systems
  • Supervise the financial reporting (including monitoring expenses and revenues, reviewing and upgrading existing procedures, ensuring production of appropriate financial reports for internal and external clients);
  • Supports the development of Master Budget, with an appropriate allocations of support costs.
  • Support to Finance Officer for the monthly financial review and BFU rebooking, quarterly and annual DRC and donor reports preparation at field level.
  • Supervise the Implementation of financial policies and procedures according to the local law, including a compulsory tax and social-security payments due against all relevant government bodies
  • Supervise weekly reporting and reconciliations for the field office

Administration Management 

  • Managing the general administration of Shire field Office
  • Set up systems that will last beyond assignment
  • With the support of the CO in Addis, ensures the ADMIN compliance and obligations, with local rules and regulations

Human Resources Management 

  • Supervise the Human resource department and line managing HR Officer
  • Ensures implementation of HR policies and procedures
  • Coordinate the recruitment and supervise the staff orientation
  • Guide the HR Officer on the application of Staff Regulations and other statements of policy governing the duties, obligations, benefits and entitlements of DRC staff. Provide advice and/or mediates in work-related conflict situations; Ensure that all HR policies and regulations are compliant with DRC HR manuals, Operations Handbook & CoC and local legislation.
  • Advice and support the area manager, and staff on human resources related matters for the field office.
  • In close cooperation with Area Manager, manage and monitor the work of the Field HR in carrying out its functions, including workforce planning, recruitment, orientation/induction processes, learning and development, performance management and organizational charts and processing of contracts.

Logistics Management 

  • Under the guidance of Area Manager, and in close collaboration with the CO Shire Supply Chain Officer and Supply Chain Field team , manages and monitors the logistics procedures and processes, including the procurement activities and the overall compliance to DRC OH and donor’s requirements.
  • Flags out possible problems with logistics procedures and compliance of documents to Area Manager.
  • In the events of huge case load in procurement, supports the Supply Chain team in relations with CO LOG unit and contacts with HoSS.

Experience and Technical Competencies: (include years of experience)

  • Minimum of 5 years of experience in senior finance position, preferably with an international humanitarian organization.
  • Demonstrated organizational skills and ability to work in complex and difficult circumstances.
  • High level of personal initiative, analytical skills and pro-active problem solving.
  • Demonstrated people’s management skills. Strong interpersonal skills and ability to develop and maintain working relationships across the organization. Be a team player
  • Good knowledge of supply chain management is an advantage
  • Cultural sensitivity, and commitment and understanding of the values of DRC. Good interpersonal and communication skills.
  • Commitment to learning and implementing organizational policies and procedures
  • Proven ability to prioritize tasks and meet deadlines
  • Excellent proficiency in MS Office package is a must

Education (include certificates, licenses etc.):

  • University degree in finance

Languages: (indicate fluency level)

  • Excellent proficiency in written and spoken English, Amharic & Tigrinya
