Role Purpose 

The position holder will be responsible to conduct compliance check across all offices to ensure PIE Supply Chain activities are in line with organizational and donor policies and procedures. The position holder also provides capacity building trainings to ensure adequate understanding among staffs. In addition, the position holder is also responsible for supporting Supply Chain Specialist in analyzing performance against KPIs and provides ERP system support to users.

Ensure Departmental Compliance in line with Donor & PIE Policies and Procedures (30%)

  • Ensure compliance to donor and organizational policies and law of the land
  • Provide support for the follow up and implementation of audit actions
  • Advice on the various grant rules and regulation and monitor transactions to ensure compliance at all times
  • Conduct logistics compliance checks on country and field offices
  • Provide technical support to other departments on compliance issues
  • Check a sample transaction monthly to ensure donor compliance – typically high value purchase/tenders, flights, assets etc.
  • Scrutinize selected supply chain processes in all fields for its correctness and Plan’s and donor compliance

Support and Capacity Building (30%)

  • Support actively the engagement of emergency response start-ups: rapid assessments, operational setup etc.
  • Provide gap filling at field level Supply Chain roles
  • Travel to field offices for compliance monitoring, addressing compliance related bottlenecks, taking part in investigation processes as assigned and others
  • Support effectively in the development of annual training plan of the department
  • Provide capacity building training on policies, procedures, systems and processes
  • Take part and contribute to the identification, assessment, capacity building & support, monitoring and coordination of partners

Define, Compile and Analyze Departmental KPIs and Performance Monitoring (15%)

  • Support in defining departmental KPIs and reporting mechanisms
  • Follow up the timely submission of periodical reports to the CO
  • Compile received reports and support Supply Chain Specialist in the analysis of reports against KPIs
  • Support in the identification and tracking of improvement actions plans

Subject Matter Expert for Supply Chain ERP System (15%)

  • Provide technical support in resolving staff challenges in relation to ERP system
  • Collaborate with other SMEs within PIE in providing induction and capacity building trading and refresher training  to new jointers and existing staff

Support in Establishing Departmental Systems and Controls Leading Towards Operational Excellence (10%)

  • Support in the preparation of TORs and Bid documents for sourcing selected service providers
  • Actively take part in the valuation process of service providers
  • Contribute towards the preparation of procedures, guidelines and tools.
  • Ensure the proper utilization of the centralized database management systems for the department
  • Support in organizing periodical meetings with stakeholders and department staff for performance review, collecting feedback and others

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

  • Understand and put into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC).
  • Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.
  • Ensure that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.

QUALIFICATIONS AND EXPERIENCE REQUIREMENTS

Qualifications/Experience Essential:

  • Education at BA Degree level study in fields such as Supply Chain Management or Logistic Management or related field of studies
  • 3 (three) years’ relevant work experience

Qualifications/Experience Desirable:

  • Certification on Supply Chain Management is preferable
  • Additional working experience from an international humanitarian and development organizations is a plus

Languages Required

  • Fluency in English language is essential
  • Knowledge of local languages is a desirable
