Job Description
DEC is a local CSO established in 2007 and re-registered in May 2019, as per the new Authority for CSO Proclamation by the Ethiopian government, bearing registration number 0009. The organization has five major programs: the Child Well-being and Education Development Program, the Gender and Life Skill Development Program, the Employable Skills Development Program, Advocacy, and the Humanitarian Emergency Program. DEC actively works in six National Regional States and one city administration of Ethiopia, namely Amhara, Afar, Oromia, Tigray, Gambela, Benishangul Gumuz, and Addis Ababa City Administration.
DEC would like to recruit for the following position: Subgrant Manager
Location: Development Expertise Center DEC, Addis Ababa Coordination Office
Job Summary
The Sub-grant Manager plans and leads the sub-grant process by working with the finance team to work within the annual budget. Identify and track calls for application and new grant opportunities; Lead the process of developing and submitting high-quality and compliant concept notes and proposals.
Specific Roles and Responsibilities
- Work closely with the Program, Finance, and Administration to coordinate proposal timelines and roles and responsibilities.
- Maintain good donor communications, requests, and amendments to ensure they are communicated effectively and oversee completion of resulting actions; coordinate response to donor queries as needed;
- Problem-solve related to grant implementation with the targets team to instill overall health of grants, escalating issues to supervisor as needed;
- Deliver donor compliance responsibilities for the assigned portfolio, including working with the program staff and finance units to monitor award implementation
- Support reporting and procurements to ensure compliance with donor requirements, and providing needed compliance support to targets and field offices;
- Provide support and build the capacity of the targets in identifying and addressing challenges or concerns
- Provide regular updates on concerning projects under his/her supervision to the program coordinator.
- Participate and accomplish all other additional duties given by supervisors and Executive Directors
Educational Qualification and Experience
- Bachelor’s degree in business administration, public administration, finance, or nonprofit management.
- At least 7 years of relevant experience for BA holders and 5 years for MA holders in NGOs or other related sectors
Additional Skills
- Experience in Grants, Sub-delegation, and Sub-Grants demonstrated technical
- knowledge and analytical skills.
- Experience in procurement and grants financing demonstrated technical knowledge
- and analytical skills in supply chain management.
- Knowledge of national standards, guidelines, and procedures for the procurement
- of works, consultancy services, goods & services.
- Excellent negotiation and influence skills.
- Excellent oral, writing, and editing skills, with extensive experience in report writing.
- High level of accuracy, attention to detail, and thoroughness.
- Experience in procurement and grants financing demonstrated technical knowledge
