Strengthening Small-Scale Soil Input Enterprises at Woreda/Kebele Level under the TRANSFORM Program

Job Description

The International Fertilizer Development Center (IFDC) has been awarded a four-year grant by the Embassy of the Kingdom of the Netherlands and the European Union to implement the Transform Soil Fertility Management in Ethiopia (TRANSFORM) Program.

IFDC serves as the lead implementer in partnership with local and international consortium partners. The program aims to transform soil health and fertility management in Ethiopia by sustainably increasing the productivity of 100,000 smallholder food producers and improving the sustainable use of 65,000 hectares of farmland. One of the program’s four strategic intervention areas is the development of a vibrant soil input sector through the active engagement of private-sector actors. To support this objective, IFDC invites qualified and experienced consulting firms to submit technical and financial proposals to assess enterprise potential, develop investment-ready business plans, provide incubation and technical support, and facilitate market and financial linkages for small-scale soil input enterprises under the TRANSFORM Program.

About You

The assignment aims to strengthen the capacity, competitiveness, and sustainability of these enterprises while improving their access to formal finance and market opportunities. The intervention will support the growth of small-scale soil input enterprises at woreda and kebele levels, thereby enhancing the availability, accessibility, and adoption of quality soil inputs among smallholder farmers across 12 districts in the Amhara, Oromia, and Central Ethiopia regions.

How to Apply

Proposal Submission:

Technical proposals shall be submitted electronically in both Word and PDF formats to: procurementethiopia@ifdc.org and financial proposals shall be submitted in hard copy in a sealed envelope to: IFDC office in Addis Ababa, located near St. Urael Church, Axum building, 2nd floor. The final deadline for submission of both technical and financial proposals shall be August 21, 2026. It is the responsibility of the bidder to ensure that proposals are submitted in the method and format and within the stated timeline as prescribed herein. Late submissions will not be considered under any circumstances.

Evaluation Methodology:

All proposals will be evaluated based on completeness, compliance with administrative requirements, technical responsiveness and financial competitiveness. IFDC reserves the right to accept or reject any or all proposals, in whole or in part, at any time without obligation to provide justification for its decision.
