ORGANIZATIONAL CONTEXT

This job is found in the WFP Ethiopia Multiple duty stations. Job holder report to a Warehouse Manager, Workshop Manager or the designate. At this level, job holders demonstrate responsibility and initiative to respond independently to queries with only general guidance for all assistance modalities for both WFP and logistics common services. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. Job holders typically manage a small team, supervising and coaching staff.

JOB PURPOSE

With the growing size of the WFP Fleet in Ethiopia, which is prompted by the upsurge in operations, Fleet operations have been decentralized to guarantee coverage of the country whenever and wherever transport challenges are faced. However, this decentralization of fleet operations brought another challenge in its management, especially in coordination of the fleet utilization, maintenance, spare parts inventory management, fuel, and many others. The incumbent, under the supervision of the Fleet Manager, Assist overall management of all Fleet operations, workshop activities and oversight of all Area Offices’ and Sub-Offices’ fleet/workshop assets and co-ordinate Fleet operations in accordance with the procedures, normative guidelines, and business rules as set by WFP.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of immediate Supervisor and in co-ordination with all Fleet staff, the incumbent shall perform the following duties:

1. Ensure that all goods received are carefully counted and registered; any differences in quantity either positive or negative are recorded on the GRN (Goods Receipt Note) or POD (Proof of Delivery) and sent back to the originator.

2. Responsible for quality control for all goods received, any goods received that are either damaged or incorrect should be registered and reported to immediate supervisor.

3. Ensure that all spare parts and materials requested are duly authorised and accountable to make certain that these are issued for the correct makes and models in accordance to the established section criteria for each vehicle/machinery manufacturer.

4. Responsible to ensure that spare parts and materials returned into stock are properly recorded.

5. Prepare all requests for spare parts and materials for transfer to other depots and ensure that these are properly packed and sealed.

6. Supervise and oversee the actual physical loading of spare parts and materials to other locations and ensure that they are loaded in a proper way to avoid damage during transit.

7. Continuously obtain and maintain the latest up-to-date spare parts catalogues, prices lists, cross-reference and superseded numbers for all operational Assets.

8. Implement proper stock management and ensure that all minimum and maximum stock levels are maintained prevent “out of stock” situations occurring.

9. Organise & implement regular internal stock-taking and ensure that all stock records are accurate in accordance to auditing practices.

10. Responsible to ensure that all spare parts and materials are stored in a safe, clean and secure environment using the most efficient layout with maximum space utilisation.

11. Prepare orders for both local & international procurement and track the complete procurement process including, freight, customs clearance and in-country processes until goods are finally received.

12. Ensure that all normative guidelines, systems and procedures established for stock management are strictly adhered to.

13. Responsible to ensure that all data is entered into the FMS pertaining to the Stock Control & Tyres modules.

14. Share experiences gained with other staff members and strive towards creating good team building and harmonious atmosphere.

15. Travel occasionally, as required by the Organisation.

16. Perform any other duties as requested

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school, technical college diploma, or Bachelor’s degree in transportation/logistics, supply chain management, or a related fields.
Experience:  Secondary school education completion with a minimum of 4 years of working experience OR a Bachelor’s Degree with minimum of 2 years of work experience.

Knowledge & Skills:

• Good working knowledge of the complete Microsoft Office suite.

• Proficient in the use of computerized FMS management system and Fleet wave.

• Ability to provide basic technical advice and maintain effective (inclusive, collaborative, unified) logistics coordination mechanisms with humanitarian partners and other relevant stakeholders Languages:

Languages: Fluency in oral and written communication in English and Local Language.
