ROLE PURPOSE:
The Roving Safety and Access Manager (RSAM) will travel to the Field Offices (FOs) on a regular basis to monitor and provide technical assistance with safety and security issues. He or she will ensure that all SCI operational areas receive enough technical support, notably in terms of security risk assessment and security plan, as well as information gathering and analysis. In addition, the RSAM is responsible for coordinating with the Area Directors and Field Managers, as well as the Staff Safety and Access Managers and Coordinators, and providing all technical support on safety and security issues. He/she will also advocates and promotes strong safety and security protocols within the field level and will provide safety and security trainings.
SCOPE OF ROLE:
- Reports to: Director of Staff Safety and Access
KEY AREAS OF ACCOUNTABILITY:
- Supports the Director of Staff Safety and Access (DSSA) through close management of the daily staff safety function. Periodically will be required to deputize for DSSA.
- Provides orientation/briefing for incoming or newly appointed SCI staff in Ethiopia.
- Coordinates and supports Staff Safety and Access Coordinators (SSAC), Area Directors (AD), Field Office Managers (FoM) and Response Managers (RM) across the country to undertake security assessments of operational program areas, report on findings and advise on necessary improvements.
- In close collaboration with DSSA, reviews reports and other technical documentation, to support the needs of all departments / programs in the areas of staff safety, security, risk management and access.
- Coordinates and supports all departments at country office and at field level to address the compliance of Staff Safety and Access and Essential Standards and to ensure staff safety & access.
- Coordinates and facilitates training opportunities and distributes information on all matters related to safety security and access.
- Assists/covers the role with staff safety and access at FOs during gaps.
- Supports the SSAC, AM, FoM and RM to conduct Risk Assessment & develop Security and Contingency plans.
- Collects and critically analyses information and reports from all field offices and provide advice to the DSSA.
- Represents staff safety and access department in partner meetings, program management meetings and events and reports on outcome.
- Coordinate the gathering and flow of security information with other relevant actors.
- Follows & updates safety & security KPIs.
- Ensures that regular security meetings are conducted with relevant departments.
- Performs other duties as assigned.
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s degree or equivalent college level education in Security and Risk Management.
- Facility Management qualification
- Minimum of six years of progressive experience.
- Developed experience monitoring and/or investigating safety practices or incidents.
- Demonstrated satisfactory written and oral communication skills in prior positions with fluent command of English to effectively compose and edit technical documents.
- Ability to independently review technical documents, interpret and organize data and information as required.
