Level 3:  the role holder will have contact with children and/or young people either frequently (e.g., once a week or more) or intensively (e.g., four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:  

The overall objective of this position is to Manage the Staff Safety and Access activities for the entire South AO, Project and Field Offices in the Area office.

The Safety and Access Manager will assist to reduce the risks posed to the program personnel and assets of all national and international SC staff in Hawassa, Bale, East Bale and surroundings through the provision of specialized, coordinated, and focused security management support, Security Risk Management, briefings and inductions, security information management and training. The position will manage the safety and access activities in Hawassa, Bale, East Bale and surrounding operational woredas. This position will be based in Hawassa but 50% will be field based outside Hawassa mainly in Bale, East Bale and surrounding operational woredas and will coordinate with Area Director (AD), Field Office Managers (FOM’s) and Staff Safety and Access team at CO to support the implementation of the SSA Department security plan. The position will also oversees the staff safety and access activities in Gambella and Nekemte and will manage and assist the Staff Safety and Access coordinators (SSAC) in Gambella and Nekemte with occasional travel to the area.

SCOPE OF ROLE:

Reports to: Area Director

Location: South AO, Based in Hawassa also support the field office (50% travel to Bale, East Bale and other intervention woredas in the area as well as Nekemte and Gambella).

Travel: SSAM will travel to Bale, East Bale, and other SCI operational woredas in the area as well as to Gambella and Nekemte.

Dimensions: Save the Children works in 8 regions in Ethiopia with a current staff complement of approximately 1,900 staff and current expenditure of approximately $90+ million each year.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree or equivalent in Social Science field.
  • 5 years of relevant progressive experience, out of which 3 years of experience with INGOs at Managerial level is advantageous
  • Developed experience in a senior Security Management role.
  • Excellent written and oral communication skills in prior positions with fluent command of English to effectively compose and edit technical documents.
  • Ability to independently review technical documents, interpret and organize data and information as required.
  • Formal security qualifications and trainings
  • Knowledge of security protocols and emergency preparedness.
  • Experience in liaising with civilian, police and military government authorities, as well as with regional, national, and international institutions
  • Experience of incident reporting, incident mapping, intelligence collation and analysis functions, set up and execution of an incident warning system (warden system), compilation of security reports and assessments
  • Highly developed interpersonal and communication skills including influencing, negotiation, and coaching
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
  • Ability to present complex information in a succinct and compelling manner
  • Excellent planning, coordination and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities
  • Willingness to work and travel in often difficult and insecure environments
  • Proficiency in Microsoft Office packages such as Word, Excel, PowerPoint, Access, and other database/mapping systems
  • Fluency in English, both written and spoken
  • Ability to speak Amharic and preferably local languages
