Strengthen PSNP Institutions and Resilience II (SPIR II) is a 5-year USAID/BHA funded Resilience Food Security Activity (RFSA) led by World Vision and including consortium partners CARE, ORDA and IFPRI. World Vision and its partners will create a strong, shock responsive ecosystem of public, private, and community level actors to support PSNP households to graduate from poverty and sustain income and food security gains in 17 targeted woredas in Amhara and Oromia regions. Building from key formative and research studies during an initial refinement period, SPIR II will use continuous learning to drive program level reflection, analysis, and adaptation.

Purpose of the position:

The SPIR II Institutional Strengthening and Social Accountability (ISSA) Officer will assume a coordination role in the World Vision implementation area in West Hararghe and is responsible to lead and coordinate woreda level institutions capacity strengthening and expected to establish strong accountability system across the project areas in collaboration with partners and staff.  The position will be based at Habro Woreda with frequent travel and coordination with the respective woredas of the SPIR II World Vision operation area.

Major Responsibilities:

Capacity Building and institutional strengthening for PSNP5 Institutions

·         Lead and facilitate the implementation of institutional strengthening and capacity development of activities of (LNGO’s, CSOs, & CBOs) to support PSNP and activity implementation,  and ensure continuous performance and efficiency/effectiveness on a sustainable basis

·         Actively facilitate and build woreda and kebele level government, community and CBO’s performance in supporting RFSA/SPIR II activities at woreda. Interventions should be measured based on their lasting effect.

·         Coordinate annual capacity need assessment, institutional strengthening interventions, and social accountability initiatives and quarterly review of PSNP/ SPIR II partners

·         Coordinate and facilitate the regular meetings, annual capacity needs assessment and program review in collaboration with woreda food security task forces

Partnership, Integration and Collaboration

·         He/she is expected to foster strong relationship with wereda government structures working on SPIR II.

·          S/he will be working along with woreda partners to establish strong partnership and accountability system across the project operational areas.

·         Ensue the mobilization and participation of relevant stakeholders and program participants of PSNP4 Institutions to achieve program goals and objectives at all level of the program cycle. Build knowledge and capacity of PSNP staff to sustainably coordinate and manage referrals

·         Strongly link and cooperate with other purpose area community officers at kebele level to get support and work together.

Technical Support to SPIR II and Partner Staffs

·         Identify and map institutions that has relevant and contributing role to the program in supporting the program participants

·         The jobholder will facilitate training, coaching and mentoring of stakeholders, government officials, community structures, and frontline staff and SPIR program staff in core provisions (Targeting, mapping of institutions, linking program participants /TDAs & PDS/transfer, linkage to available social services, sustainability and graduation).

Planning, Monitoring and Reporting

·         Prepare monthly, quarterly and annual reports, periodic progress reports /monthly, and submit on a timely basis to Zonal Manager and document properly.

·         Ensure timely and accurate dissemination of   activities to the donor, including progress against targets set in the annual work plan, quarterly, and annual reports.

·         Ensure that capacities of project staff, concerned government offices, CBOs and the beneficiary community is properly enhanced.

·         Facilitate, and monitor regularly the performance of grass-roots committees, task forces and CBOs and provide technical back up timely and accurate dissemination of activities to the donor,

Promotes Learning and Dissemination of good Practices

·         Coordinate learning reviews and workshops of the project; identify, document and share good practices and lessons at kebele level; participate and support the production of publication and disseminate success stories, and challenges.

·         Ensure systematic communication of and representation of project activities, successes and challenges

·         Map existing GBV task forces and institutions, including one stop centers, in SPIR woredas and ensure the identification and development of GBV case stories for dissemination and community discussions in PSNP SBCC platforms

·         Develop new strategies and innovative approaches for ISSA & organize experience sharing with relevant partners at the regional level.

·         Facilitate good practices documentation and lessons learned; identify cases for the production publication and disseminate of success stories, challenges and new opportunities to foster organizational learning.

Job Requirements

Qualifications:  Education/Knowledge/Technical Skills and Experience

 Required Professional Experience:

·         More than 3 years in areas of social development, institutional capacity building, communication, grassroots experience in directly coordinating, supporting and facilitating capacity development activities in development programs.

·         Experience of working on PSNP and emergency response programs as related to the management of food movement is preferable

Qualification required:

·         BA/BSc in Sociology, linguistics, management, development studies, economics and other related social science studies

Preferred Knowledge and Qualifications:

  • Experience in, social accountability  community empowerment where regional and grass root level  systems strengthening is highly preferred
  • Prior Knowledge of USAID and USG grant regulations and procedures is highly advantageous
  •  Literate in knowledge of lotus, Excel, MS Word and PowerPoint
  • Fluent in local languages ( Amharic and Afan Oromo )
  • Effective in written and verbal communication in English
  • Demonstrated experience in the application of tools such as social accountability, community empowerment at grass root level systems strengthening is highly preferred
  • Prior Knowledge of USAID and USG grant regulations and procedures is highly advantageous
  • Strong communication skills.

Working Environment / Conditions:

·         Travel up to 25% of time.
