Job Description

Budget Preparation

  • Assist the zonal finance and HO in preparation of support costs budgets
  • Work with admin and finance coordinator in SPIR II budget, preparation, expenditure management and cash flow analysis in accordance with WV Finance Manual and donor regulations
  • Develop budget projection to execute expenses within the budget spending plan for each SPIR II unit (Program, M&E, Food Assistance, Oromia Regional team, etc) on monthly basis
  • Support the finance team in pipeline analysis, including tracking of accruals, commitments and updating Zonal/Woreda expenditures on the monthly basis
  • Assist budget holders in apply proper T-coding and tracking

Liquidity control and cash balance management

  • Provide an updated report of cash balances to ensure timely petty cash replenishment for SPIR zone/woreda offices
  • Ensure received funds are recorded, deposited and the deposit vouchers are raised for approval and filling, and bank charges are booked accordingly
  • Ensure timely payments of vendors invoices; staff advances; gov’t taxes and other recurring payments
  • Review business and travel advance clearance reports and ensure timely settlement per WVE Internal Control policies and procedures

Reporting, Fiscal Accounting, Compliance and Accountability

  • Prepares monthly FFR and ensure WV SPIR II Field Financial Report is prepared in accordance with GAAP, Submitted to Zonal Finance and Admin Coordinator in a timely manner for review and validations.
  • Prepares bank reconciliations for all SPIR II bank accounts of Daro Labu woreda and submit finance coordinator/director for review to detect errors and ensure high level of accuracy.
  • Assists in preparation of aging analysis of balance sheet account including monitoring of late balances.
  • Analysis of balance sheet accounts including monitoring of delayed clearances of advances and amortization including timely settlements of creditor balances.
  • Supports the finance team in year-end closing process to ensure that Financial Report and related schedules are prepared timely and accurately as per World Vision Partnership Calendar, government MoU with SPIR II, and donor deadlines

Coordination

  • Coordinate internally with field SPIR II Daro Labu program staffs, supply chain team and other support staffs to ensure timely information sharing, facilitate smooth relations, enhance compliance, integration and streamlining of finance operations.
  • Maintain fixed asset register for the woreda office and facilitate annual inventory count

Job Requirements

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • At least 3 years experience in similar position in NGO environment in finance management roles.

Required Education, training, license, registration, and certification

  • University degree in Accounting, Finance, Business Administrations or related

Preferred Knowledge and Qualifications

  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook, etc.)
  • Good verbal and written communication skills in English
  • Knowledge of WV financial  policies and USAID/BHA regulations
  • Knowledge of accounting principles financial systems budget/cash flow monitoring and internal accounting controls
  • Experience with computerized accounting systems, preferably Sun Systems and Vision.
  • Knowledge of government grant regulations and financial reporting requirements
  • Ability to effectively work in a team

Travel and/or Work Environment Requirement: 20 % field travel
