SOLICITATION FOR EXTERNAL AUDIT SERVICE

The Himalayan Cataract Project (HCP) – Ethiopia Country Office, invites licensed audit firms to participate in this competitive solicitation for external audit of its books of accounts for the year ending 31 December 2023.

BACKGROUND INFORMATION

The Himalayan Cataract Project (Registered Foreign Charity headquartered in the USA) works to eradicate preventable and curable blindness through high-quality ophthalmic care, education and establishment of a world-class eye care infrastructure in underserved areas of the world.  Our programmatic work is implemented through local partners in South Asia and Sub-Saharan Africa, with our largest three programs in Ethiopia, Ghana and Nepal.

Based in Addis Ababa, HCP Ethiopia implements its projects through partners across many regions and cities in Ethiopia.  HCP’s goal is to strengthen Ethiopia’s Eye Health System by providing: 1) support for surgical campaigns in both rural and urban settings to reduce the cataract backlog; 2) specialized training opportunities to ophthalmic personnel at all levels of ophthalmology at our partner training institutions in the US, Nepal and India as well as onsite training; 3) the necessary supplies and equipment leading to high quality eye care and 4) resources for advocacy efforts necessary to ensure financial sustainability by supporting National Eye Health Planning.

OBJECTIVE

The objective of HCP Ethiopia’s audit is to obtain reasonable assurance by the external auditor on the truth and fairness of the financial statements in order to give a professional opinion thereon. The audit will be performed in accordance with the International Standards on Auditing (ISA) as required by the Financial Reporting Proclamation 847/2014.

DELIVERABLES

The key deliverables will be: 

  • Audited financial statements and audit opinion thereof indicating if accounting policies have been applied properly and whether they reflect a true and fair view of the financial position of the Organization.
  • Management letter where matters that may not be material to the financial statements, but which the auditor wishes to communicate to the management may be reported.

PROPOSAL VALIDITY

  • The offeror’s technical and financial proposals must remain valid for not less than 60 calendar days after the deadline specified above. Proposals must be signed by an official authorized to bind the offeror to its provisions.

PAYMENT TERMS

  • Payment of agreed fees will be effected on completion of the assignment and provision of all the deliverables. There will be no advance payments. All fees should be quoted in the financial proposal in Ethiopian Birr.

Job Requirements

ELIGIBILITY CRITERIA

Eligible audit firm should meet the following criteria:

  • The audit firm should be registered with the Accounting and Auditing Board of Ethiopia (AABE) and the partners should have the required professional competence certificates.
  • The audit firm should provide renewed business license, TIN certificate, VAT registration certificates, and other legal document certifying qualification for performing similar assignments.
  • The audit firm should provide a certificate for payment of tax for the current period.
  • Evidence of working relationship and quality assurance mechanisms with accredited international audit firm(s) is plus.
  • Compliance with professional and legal requirements for registration,
  • Experience in audit of USA donor funds; and experience with international NGOs with country offices in Ethiopia.
  • References for similar audits performed within the sector,
  • Provide audit methodology, proposed work-plan, curriculum vitae for the key staffs proposed in the audit team.

How to Apply

SUBMISISON GUIDELINES

  1. Financial and technical proposals should be prepared and presented a separate envelope.
  2. The technical proposal submitted should have a maximum of 20 pages exclusive of attachments of statutory requirements.
  3. Proposals shall be submitted no later than September 10,2023
  4. Provide a description of your firm (staff size, number of professionals, industries served, etc.).
  5. Describe engagements your firm currently conducts in the not-for-profit sector.
  6. Describe your firm’s basic approach to performing an. Include description of the activities undertaken by your firm to promote/ensure audit quality.
  7. Describe the extent to which our organization’s personnel will be expected to contribute to the work effort.
  8. Describe any existing or potential relationships between your firm and our organization and any employee or officer of the organization that could affect your independence and objectivity because of an actual or perceived conflict of interest.
  9. Provide information regarding your audit fees including the estimated number of hours to be spent by each person and the expected rate per hour of each. Be sure to include out-of-pocket expenses in your fee structure and indicate how these are calculated.
  10. Describe whether and how you bill for overruns and how you manage against overruns.
