Role Summary

Are you a dedicated Water, Sanitation, and Hygiene (WASH) professional looking to deliver life-saving impact where it is needed most? UNICEF Ethiopia is seeking a qualified WASH Officer (NO-2) to join the Bahir Dar Field Office on a 6-month temporary appointment.
In this role, you will provide critical technical, operational, and administrative support to emergency WASH programming across the Amhara region. Under the guidance of the WASH Specialist, you will help design, implement, monitor, and evaluate emergency preparedness and response initiatives to safeguard children, mothers, and vulnerable communities.

Key Responsibilities

1. Programme Development & Strategic Planning

  • Draft updates for WASH situation analyses to inform sector results, outcome strategies, and emergency preparedness.
  • Research and monitor emerging WASH trends, humanitarian needs, and regional priorities to shape program design.
  • Prepare high-quality technical documentation, proposals, and sectoral reports to facilitate approval and review processes.

2. Project Management, Monitoring & Result Delivery

  • Collaborate with local partners and government stakeholders to identify implementation bottlenecks and implement timely solutions.
  • Conduct joint field monitoring, program reviews, and evaluations to measure performance against core targets.
  • Monitor financial allocations, administrative assets, and donor commitments to ensure complete transparency, accountability, and compliance with organizational rules.

3. Emergency WASH Preparedness & Humanitarian Response

  • Align regional reporting with UNICEF Core Commitments for Children (CCCs) based on Humanitarian Performance Monitoring criteria and donor requirements.
  • Prepare requisitions for critical WASH supplies, services, and long-term partnership agreements (PCA/LTA) to ensure emergency readiness.
  • Deploy rapid support during active emergency response and early recovery phases across the Amhara region.

4. Stakeholder Coordination & Partnership Building

  • Build and sustain strategic partnerships with regional government departments, UN agencies, and NGO partners.
  • Draft advocacy materials, program briefs, and resource-mobilization documentation to support local fundraising and alliance-building.
  • Participate in inter-agency planning forums to integrate WASH objectives with broader UN and regional humanitarian frameworks.

5. Capacity Building & Innovation

  • Support action research and technical innovations in water, sanitation, and hygiene delivery.
  • Facilitate knowledge sharing and learning opportunities for local counterparts, partners, and internal staff.

Minimum Qualifications & Experience

  • Education: First-level university degree (Bachelor’s or equivalent) in Public Health, Sanitary Engineering, Environmental Sciences, Civil Engineering, Social Sciences, Behavior Change Communication (BCC), or a closely related field.
  • Experience: Minimum of 2 years of professional work experience in WASH programming, emergency response management, program monitoring, and field operations.
  • Core Competencies: Strong technical background in sanitary engineering, public health, behavior change communication, M&E, and partner coordination.
  • Languages: Full proficiency in spoken and written English is required. Knowledge of local languages spoken in the Amhara region or another official UN language is an asset.
  • Work Authorization: Must be an Ethiopian National.
