Senior Technical lead Health Entrepreneurship

ABOUT THE PROGRAMME

Africa’s population is growing rapidly, with young people forming an increasing share of the workforce. Yet job creation has not kept pace, leaving millions—particularly young women—without access to stable, dignified livelihoods due to barriers such as limited education, social norms, and unpaid care responsibilities.

At the same time, Africa’s health sector is expanding and presents a powerful opportunity to create sustainable livelihood pathways. This programme focuses on transforming community-based health work into respected, viable career pathways for young people, especially women. Starting in Kenya, Ethiopia, Kenya, Tanzania, and Malawi, the programme aims to professionalize community health workers, create dignified employment, and strengthen systems—contributing to both youth livelihoods and healthier communities.

POSITION SUMMARY

The Senior Technical lead Health Entrepreneurship supports the implementation of the Health Entrepreneurship pillar within the Community Health Workers (CHW) programme in Ethiopia by strengthening local entrepreneurship opportunities for community health actors and supporting the development of sustainable community-based enterprises.

The role works closely with the Health Entrepreneurship specialist and coordinator to support entrepreneurship training, mentorship, and business development initiatives targeting Community Health Workers (CHWs), Women Development Army (WDA), Men Development Army (MDA), and Voluntary Health Leaders (VHL). The role also collaborates with local cooperatives and Savings and Credit Cooperative Organisations (SACCOs) to promote locally driven business opportunities linked to community health services.

Working closely with the Digital Health Specialist and programme teams, the role supports digital literacy efforts that enable community actors to use digital tools for business development, learning, and programme participation. The role also contributes to initiatives that introduce entrepreneurship concepts within pre-service education pathways in collaboration with colleges and training institutions.

The Senior Technical lead Health Entrepreneurship role requires a proactive and community-oriented professional who demonstrates strong facilitation skills, practical entrepreneurship knowledge, and the ability to translate business concepts into accessible and actionable learning for community participants.

KEY RESPONSIBILITIES

1. Community Enterprise Development
   • Develop and implement plans, tools and methodologies to support health entrepreneurship and business opportunities at community level.
   • Identify and support initiatives that promote local entrepreneurship opportunities among CHWs, Women Development Army (WDA), Men Development Army (MDA), and Voluntary Health Leaders (VHL).
   • Facilitate development of community-based enterprise ideas linked to health services and community needs.
   • Support engagement with local SACCOs and cooperative groups to promote sustainable business opportunities.
2. Entrepreneurship Capacity Building
   • Facilitate training and mentorship activities focused on entrepreneurship skills including business proposal development, financial literacy, and business planning.
   • Support participants in conducting basic market analysis and feasibility assessments for potential business initiatives.
   • Assist in strengthening financial and business management skills among programme participants.
   • Support stakeholder policy engagement initiatives, including with youth, to address identified gaps within the health entrepreneurship pillar.
3. Business Development Support
   • Provide practical guidance to programme participants in developing viable business proposals and enterprise plans.
   • Support identification of local market opportunities that align with community health needs.
   • Assist in linking community entrepreneurs to available resources, cooperatives, and financial services where appropriate.
4. Cross-cutting Digital Literacy  Support
   • Work closely with the Digital Health Specialist to support digital literacy initiatives for programme participants.
   • Facilitate the use of digital tools and platforms that support entrepreneurship training, information access, and learning.
   • Contribute to cross-pillar collaboration that strengthens both digital learning and entrepreneurship initiatives.
5. Pre-service Entrepreneurship Integration
   • Support collaboration with Health Employment and Digital Learning colleges and training institutions to introduce entrepreneurship concepts within pre-service health training programmes.
   • Assist in coordinating activities that expose students to entrepreneurship and business development opportunities prior to entering the workforce.
   • Support alignment between Health Employment and Health Entrepreneurship pillar activities where appropriate.
6. Monitoring, Evaluation, and Learning
   • Maintain organised documentation related to entrepreneurship training activities and programme engagement.
   • Support monitoring and evaluation processes to assess program progress, ensure accountability, determine impact, and facilitate organizational learning.
   • Lead in documenting, institutionalizing, and disseminating achievements, best practices, and lessons learned from entrepreneurship activity implementation.
   • Conduct and apply research to inform the implementation of best practices in health entrepreneurship interventions.
   • Support programme teams in tracking participation, enterprise development activities, and programme progress.
   • Contribute to documentation of programme learning and operational insights.
7. People and Performance
   • Contribute to a collaborative and accountable programme environment through strong coordination and professional engagement with programme teams and community partners.
   • Demonstrate initiative and reliability in supporting entrepreneurship training and enterprise development activities.
   • Support effective collaboration between programme teams, colleges, community leaders, and government stakeholders.

8. Compliance and Safeguarding
   • Support adherence to Amref’s safeguarding, compliance, and operational policies across the country programme activities.
   • Ensure programme documentation and processes comply with donor requirements and internal procedures.
   • Report any safeguarding concerns or operational risks through the appropriate reporting channels.

JOB REQUIREMENTS

1. Seven to nine years of experience in social enterprise, international development, or mission-driven organisations supporting programme coordination, administration, or project operations within development, health, or education programmes with at least five (5) years at a Supervisory level.
2. Masters degree in Economics, Health System Management, Business Administration, Economics, or related social science.
3. Project Management Programme or Project Management certification (PMP, PgMP, PRINCE2 Practitioner or equivalent) is an added advantage.
4. Proficiency in Microsoft Office applications including Word, Excel, and PowerPoint.
5. Exposure to gender-responsive or inclusive employment models in a multi-stakeholder programme environment.
6. Demonstrable experience supporting entrepreneurship initiatives, livelihood programmes, or community development projects.
7. Exposure to gender-responsive or inclusive employment models.
8. Experience supporting capacity building, mentoring, or business training activities is an added advantage.
9. Experience working with volunteer community health workers, local training institutions, or health workforce development initiatives is desirable.
10. Must be an Ethiopian citizen, legal resident or possess work authorization documents.
