Background:

The Ethiopian Agricultural Transformation Institute (ATI), formerly known as the Agricultural Transformation Agency (ATA), is a strategy and delivery-oriented government institute created to help accelerate the growth and transformation of Ethiopia’s agriculture sector, which is a key contributor to the country’s GDP, exports, and workforce. The ATI’s work is centred on improving the livelihoods of smallholder farmers (SHFs) across the country for improved income, inclusiveness, resilience, and sustainability. The ATI works to transform the agriculture sector in Ethiopia by conducting policy and analytical studies, providing technical implementation support and capacity building, coordinating platforms to better integrate partners and projects and designing and directly leading several innovative/pilot interventions.

The Institute joins forces with various stakeholders, including policymakers, researchers, farmers, and development partners, to support the implementation of agricultural development programs and initiatives. In addition, the ATI collaborates with national and international partners to facilitate knowledge exchange and learning opportunities. The Institute plays a crucial role in generating and disseminating information to support evidence-based decision-making in Ethiopia’s agricultural sector.

Scope of Work / Responsibilities

·       Design, develop, and maintain mobile applications for Android and/or iOS platforms

·       Integrate mobile applications with back-end APIs and services

·       Ensure optimal performance, usability, and responsiveness of mobile apps

·       Implement secure authentication, data encryption, and offline capabilities where required

·       Conduct testing, debugging, and performance optimization

·       Prepare technical documentation and user guides for mobile applications

·       Support deployment to app stores and manage version releases

·       Ensure compliance with government Cybersecurity and data privacy policies

Expected Deliverables

·       Functional, user-friendly mobile applications

·       Source code maintained in the Ministry’s official repository

·       Technical documentation and user manuals

·       Integrated and tested mobile modules connected to back-end systems

·       Periodic progress and performance reports

·       Production-ready mobile application releases

Required qualifications, competencies, skills, training, and experience:

Education and Experience

•  Bachelor’s or Master’s degree  in Computer Science, Software Engineering, Information Technology, or a related field from a recognized institution
• Minimum of 8 years of professional experience for Bachelor’s degree holders and 6 years for Master’s degree holders in mobile app development.

Technical Skills

•  Experience with RESTful API integration
• Programming Languages (JavaScript / TypeScript, Dart, Java, Kotlin, Swift)
• Mobile Development Frameworks (React Native, Flutter, Native Android Development, Native iOS Development)
• Mobile Storage & Data Handling (SQLite, AsyncStorage, Secure local storage, Offline synchronization)
• Notifications & Real-Time Features(Push notifications, Firebase Cloud Messaging (FCM), Real-time updates and messaging)
• Performance Optimization (App startup optimization, Memory management, Battery and network optimization, Crash analysis and monitoring)Understanding of mobile UI/UX design principles
• Familiarity with Git, Docker, and CI/CD practices
• Knowledge of mobile security best practices and data protection techniques
•   Experience in integrating mobile apps with enterprise back-end systems
