Job Description

Jhpiego seeks a Senior Surveillance and Data Management Advisor for an upcoming USAID-funded Public Health Emergency Management (PHEM) project in Ethiopia. PHEM activity aims to reduce morbidity and mortality of Ethiopian citizens related to public health emergencies while ensuring continuity of essential health services (including MNCH) by strengthening the full cycle of public health emergency management: preparedness, response and recovery.  The position will provide technical assistance on surveillance and Early Warning, Alert and Response System (EWARS) for public health leaders and PHEM officers at local Levels. The Senior Surveillance and Data Management Advisor will be responsible for working with health facilities’ Managers to ensure EWARS capacities are built at all levels of the health system. The project is anticipated to operate over a 5-year period.

Responsibilities:

  • Provide technical assistance on surveillance and EWARS for public health leaders and PHEM officers at local levels
  • Catalyze and support EWARS, surveillance and data management particularly in public health emergency data
  • Provide ongoing technical support to surveillance officers at local levels for effective surveillance activities, including overseeing weekly tallying of data from surveillance officers
  • Provides technical guidance to develop, implement sustained adoption of PHEM processes and tools, including the creation of synergy across intervention areas at project, public and private sector levels
  • Collaborate with key project staff and stakeholders on the design, execution, monitoring, and documentation of all PHEM interventions and activities, including collaborative learning and adaptation
  • Develop and/or update evidence-based training materials, standards, job aids, and curricula, mentorship and supervisory systems needed for effective project implementation and achievement of expected results
  • Provide mentoring and capacity building at the individual and organizational levels
  • Facilitate the formulation of innovative approaches for scale up
  • Collaborate with all local stakeholders and implementing partners to ensure that project activities are responsive to and in line with national priorities
  • Develop and maintain strong working relationships with USAID, government stakeholders, key representatives of other USAID / donor funded health programs to maximize resources and leverage synergies
  • Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data and results and establish a culture of data for decision making
  • Ensure compliance with USAID operational policies and regulations

Job Requirements

  • Master’s degree in Public Health or related areas is preferred
  • Deep understanding and knowledge of the EWARS, surveillance and data management particularly in public health emergency data
  • At least 7 years of demonstrated experience in public health emergency surveillance, particularly in disease surveillance, early detection and alert responses, risk analysis, data management and/or related field epidemiology activities in Ethiopia
  • Experience in areas of humanitarian assistance and response and/or prior experience in Emergency Operations Center preferred
  • Demonstrated experience managing consortiums and building capacity of local organizations
  • Deep understanding of the Ethiopian (or similar) social and political context, and developments in the health sector
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving program needs
  • Excellent diplomacy skills and a proven ability to establish and sustain interpersonal and professional relationships with USAID missions, host-country counterparts and representatives from other key stakeholders such as NGOs, PVOs, the private sector and other donors
  • In-depth knowledge of USAID projects, regulations, compliance, and reporting
  • Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills
  • Previous experience working in Ethiopia, with intimate understanding of local health system and health systems strengthening, particularly in essential services (including MNCH)
  • Demonstrated experience and solid relationships with government agencies
  • Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform
  • Proficiency in Microsoft Office applications, including TEAMS and PowerBi
  • Fluent in written and spoken in English and Amharic
  • Excellent oral and written communications skills
  • Ability to travel nationally, security permitting
