General Background

The OEC: The Organisation of Educational Cooperation (OEC) is an international intergovernmental organisation, founded in January 2020 by countries from across the Global South, to “contribute to the equitable, just, and prosperous social transformation of societies by promoting balanced and inclusive education, in order to attain the fundamental rights to liberty, justice, dignity, sustainability, social cohesion, and material and immaterial security for the peoples of the world”.

The main functions of the Department of SEED are, accordingly, to:

  1. Provide Technical support, from a systematic perspective, in order to build balanced and inclusive educational systems
  2. Provide technical support and institutional capacity building in the areas of systemic governance, curricula, teacher training and assessments
  3. Host and administer the OEC Institute of Training

Role Summary

Under the overall authority of the Secretary General and the direct supervision of the USG , SEEDS, the Specialist , Gender Equity & Inclusion would be responsible for closely working with the larger team of OEC as well as specialists at Deptt of SEED on the inclusion of aspects of gender equity while working on their areas of focus including development of diagnostic tool, modules and frameworks.

Duties

  • Collaborate with SEED’s larger team and other OEC departments to integrate gender equity and inclusivity concerns, while providing support and building the capacity of member states in the areas of research, systemic assessment, preparation of modules, frameworks, and tools;
  • Co-develop gender-sensitive tools, techniques, and processes to assess the educational system, as well as core sectoral public policies, identifying gaps and areas for improvement that will enhance gender equity and inclusivity;
  • Build the capacities of member states in gender auditing their policies and programs;
  • Provide support, mentoring, and expert advice to SEED and the larger OEC team to ensure that GESI development matters are appropriately incorporated into all activity design and implementation;
  • Capture, track, monitor, and report on necessary data across GESI in member states;
  • Design and lead training to build gender capacity and awareness among government officials, educational institutions, and other key stakeholders in member states;
  • Support the development of gender policies, mechanisms, guidelines, and practices for OEC.

Competencies

  • Strong, proven experience in gender equity and inclusion or gender and development space.
  • • Good understanding of gender budgeting, gender mainstreaming aspects, and development of modules, frameworks around the same.
  • Demonstrated experience in reviewing and supporting policy realms with a gender lens;
  • Excellent proven experience in developing tools, techniques, process guidelines, manuals, and frameworks around gender inclusion;
  • Excellent oral and written communication skills;
  • Ability to draw clear, concise, and executable work plans with strong conceptual thinking skills and the ability to put them into action;
  • Ability to operate sensitively and effectively in a multicultural environment and deal with cross-cultural sensitivity.

Qualifications

  • At least 5 years of direct work experience in the area of gender equity and inclusion; inequality, poverty and human development in a reputed National – International entity/ institute including training of government officials / institutions;
  • At least 5 years of progressive work experience around supporting governments around gender budgeting and inclusion of gender concerns in policy realm through rigorous gender audit of policies, programs and initiatives;
  • Designing and implementing gender plans for programs, projects and systems;
  • Demonstrated experience in GESI issues and design and implementation of GESI activities;
  • Experience building staff and stakeholder capacity and training in GESI issues;
  • Ability to conceptualize, plan, guide and implement GESI work;
  • At least 5 plus years of experience in building tools, techniques, process guidelines to review gender inclusion in cross sector policy analysis and reforms alongside systemic assessment;
  • Master’s degree (or higher) in gender and development; women’s studies; education, development & social justice, socials sciences, preferably sociology/anthropology, social development, gender studies.

Language Requirements

  • Candidate must at least be fluent in English and French;
  • Additional knowledge of one or more other official languages (Arabic, Spanish) will be treated as an asset.
