Job Description

The OrganizationOrganization for the Development of Women and Children-Ethiopia (ODWaCE) has been operational since 1987 as a National Committee on Traditional Practices of Ethiopia (NCTPE) and registered as a charity in 1993 with a Vision to see Ethiopian women, girls and boys are healthy, well-educated and economically empowered and commitment to enhance the social, psychological and economic development of women and children in Ethiopia through advancing girls’ education, women and child rights, youth development, promoting sexual reproductive health information and services, capacity building, conducting research, networking, and lobby & advocacy. The organization would like to employ qualified and enthusiastic project officer. The post holder will be responsible to successfully manage all the duties and responsibilities mentioned hereunder with special emphasis to the project activities of Right Here Right Now (RHRN2 consortium project. The consortium project is a Sexual Reproductive Health project that managed by four consortium members.

Position in the Organization

The Senior Project Officer reports to the Executive Director. S/he may also be expected to work closely with other organizational staff and relevant staff of the consortium member organizations.

Expected result areas:

 Research and project management:

  • Implement the RHRN2 consortium and other projects as per the agreed annual plan and budget in an effective, efficient and timely manner, tracking progress and providing weekly project updates for Management;
  • Produce and provide quarterly project updates in stakeholder meetings;
  • As part of the team, engage in poverty analysis & design programs for project agreement with concerned regional bureaus and donors;
  • Engage in the preparation of annual operation plan and three years rolling plan (in both regional coordination offices);
  • Facilitate and manage the research work of the organization;
  • Ensured community engagement at all levels; Initiated the required partnership with national, concerned regional, district & local level government organizations and different CSOs/CBOS;
  • Establish youth advisory committee and strengthening their institutional capabilities;
  • Establish different women self-help organizations, women watch groups and other forms of CBOs & ensure their institutional sustainability’s through providing different capacity building training, material & financial support;
  • Develop plans for capacity-building of the project team to enable the team to be more self-standing in the future;
  • Assist in writing project progress reports and any other documents as stipulated by the sub-award
  • Guide and lead the project team to achieve specific goals, objectives and Key Performance Indicators (KPIs) of the project.

PMEAL

  • Ensure strict adherence to ODWaCE’s ethics, policy and pro-actively encourage transparency and accountability/openness in all activities;
  • In place accountability checking mechanisms at organizational level;
  • Support collection and accurate reporting of impact data related to the project as guided by M&E plan;
  • Identify knowledge & Learning from within & our of the organization, document & share for wider use;
  • Followed up, monitor  and evaluate the smooth implementation of programs;
  • Produce regular project progress reports (Monthly, Quarterly, bi-annual and annual) based on a structured M&E framework including a review of financial reports and providing necessary feedback;
  • Ensure quality monitoring data collection from the intervention areas and timely reporting;
  • Engage in outcome harvesting in a regular basis using outcome harvesting log sheet;
  • Create learning platform and ensure learning and best practices shared within the organization;

Resource Mobilization/Fundraising

  • Develop resource mobilization strategy;
  • Conduct donors mapping and potential funding organizations;
  • Identify and discuss with the Executive director on any future funding opportunities;
  • Initiate and participate in developing marketable and quality concept note and  funding proposals;

Lobby and advocacy

  • Responsible for policy, strategy & laws mapping, developing policy brief & identified advocacy issues;
  • Develop advocacy and influencing plan;
  • Implement different advocacy campaign including mainstream and social media campaigns;
  • Implement the organization’s advocacy plan as per the advocacy strategy of the organization and maintain advocacy cycle of the organization;
  • Design and lead advocacy trainings for ODWaCE and consortium staff as required. ;
  • Represent ODWaCE in relevant advocacy and communications fora and build relationships with other likeminded organizations (eg NGOs, consortiums. UN agencies), to coordinate and collaborate on joint advocacy & communication efforts;
  • Draft relevant advocacy and communication sections of funding proposals
  • Partnership, Networking and consortium management:
  • Support the Program unit in obtaining signatures for program documents, including LoUs, MoUs and other partnership agreements;
  • Build strong relationships with the federal and local government authorities and arrange regular progress review meetings with consortium members and other actors;
  • Promote and maintain effective partnerships with the RHRN2 and other consortium partners and beneficiaries;
  • Represent ODWaCE, building and maintaining relationships and partnerships with relevant service providers, government, national and international development partners, local stakeholders and communities, private sector, and funder Partners representatives for effective implementation of projects.
  • Contribute to public communication while supporting a strong and positive ODWaCE visibility

Term of Employment: One Year with high possibility of extension based on performance & availability of Fund

Reporting line:  Executive Director

Job Requirements

Knowledge and experience

  • Relevant academic level education- BA/MA in relevant social science field such as social work, sociology, Development Studies, Project Management, public health, etc.).
  • At least five (5) years of experience for BA and three years for MA working with projects funded by international agencies or development partners.
  • Demonstrable experience in project design, planning, implementation, monitoring, evaluation learning and accountability.
  • Experience with proposal writing and technical report writing.
  • Experience of managing policy analysis, lobby and advocacy (including social media campaign) and research work.
  • Partnership management.
  • Experience in designing and facilitating workshops and seminars.
  • Ability to work independently and as a member of a team to implement projects and local partners to effectively meet project objectives and goal.
  • Ability to work effectively with governmental and non-governmental organizations and local communities in carrying out project objectives.
  • Excellent reporting skills and ability to relate sensitively to diverse groups.
  • Self-driven and able to deliver results with minimum supervision.
  • Excellent written and verbal communication skills (in English and local languages).
  • Excellent critical, creative thinking and analytical skills.
  • Ability to work with database including uploading different applications.
  • Knowledge of project funding procedures and guidelines.
  • Knowledge of policy analysis, lobby and advocacy, research work.
  • Ability to work in diverse situations.
