Job Description

BACKGROUND

The Ethiopian Agricultural Transformation Institute (ATI), formerly known as the Agricultural Transformation Agency (ATA), is a strategy and delivery-oriented government institute created to help accelerate the growth and transformation of Ethiopia’s agriculture sector, which is a key contributor to the country’s GDP, exports, Systems and capacities of the workforces. The ATI’s focuses on improving the livelihoods of smallholder farmers, pastoralists, internally displaced people (IDPs), recovering people affected by conflict and other across the country for improved income, inclusiveness, resilience, and sustainability.

The ATI works to transform the agriculture and rural development in Ethiopia by conducting analytical studies in the policy and programmatic areas, piloting innovative agricultural technologies and systems, creating jobs to youth and women along the value chain providing technical implementation support, linking actors along the value-chains and attracting foreign direct investment who can work with cluster farmers, implementing problem based, inclusive and sustainable innovative projects and programs and building capacities of diverse players along the transformation continuum. The Institute joins forces with various stakeholders, like MoA and other affiliate Institutions of the Ministry, policymakers, researchers, farmers, and development partners, to support the implementation of agricultural development programs and initiatives.

In addition, the ATI collaborates with national and international partners to facilitate knowledge exchange, learning opportunities and resources mobilization. The Institute plays a crucial role primarily in supporting agricultural policy and strategies development to drive transformation of agriculture and rural development; facilitate knowledge exchange, generating and disseminating information to support evidence-based policy formulation and decision-making and pilot innovative projects to be scaled nationwide.

POSITION SUMMARY

The Senior Project Officers will support the implementation, operational management, institutionalization, and expansion of the National Market Information System (NMIS), Digital Output Tracking System (DOTS), and Digital Market Linkage Platform (DMLP). Although employed by ATI, the officers will be seconded to the Ministry of Trade and Regional Integration (MOTRI) to provide day-to-day technical and operational support as part of ATI’s long-term sustainability and institutional transition strategy.

The role involves project coordination, stakeholder engagement, technical supervision, data migration, system integration support, capacity building, monitoring and reporting, and facilitation of collaboration among public and private sector stakeholders. The officers will also support the institutionalization of the systems by strengthening governance structures, operational processes, and coordination mechanisms necessary for sustainable system ownership and operation by MOTRI.

KEY DUTIES & RESPONSIBILITIES

Outcome 1: NMIS, DOTS, and DMLP Implementation & Operational Support (30%)

• Support the implementation, rollout, and operational management of the National Market Information System (NMIS), Digital Output Tracking System (DOTS), and Digital Market Linkage Platform (DMLP), while enhancing the implementation capacity of newly recruited regular NMIS, DOTS, and DMLP teams within the Ministry.
• Coordinate day-to-day technical and operational activities in collaboration with ATI, MOTRI, technology providers, and other stakeholders,
• Monitor system functionality, identify operational bottlenecks, and facilitate timely resolution of technical and implementation issues.
• Support system enhancement, integration, testing, and deployment activities.

Outcome 2: Stakeholder Coordination & Institutionalization Support (25%)

• Strengthen collaboration and coordination among federal and regional government institutions, private sector actors, development partners, and other stakeholders.
• Support the institutionalization and long-term sustainability of NMIS, DOTS, and DMLP within MOTRI through joint planning, coordination, and operational alignment.
• Facilitate the establishment and operationalization of governance and coordination mechanisms, including technical working groups and steering committees.
• Support the development and implementation of partnership agreements, implementation plans, and operational guidelines.

Outcome 3: Data Management, Monitoring & Reporting (20%)

• Support market data collection, validation, analysis, and dissemination activities to ensure data quality, consistency, and reliability.
• Monitor implementation progress, risks, and system performance indicators using advanced tracking tools like Jira and Excel dashboards and recommend corrective actions where necessary.
• Prepare regular technical, operational, and performance reports for ATI, MOTRI, and development partners.
  Document implementation lessons, best practices, and operational experiences for knowledge management and continuous improvement.

Outcome 4: Capacity Building & Technical Support (15%)

• Coordinate and support training programs for enumerators, focal persons, system users, and other stakeholders.
  Provide technical guidance and user support to ensure effective utilization of the systems.
• Support awareness creation and user mobilization activities to enhance system adoption and engagement.
  Assist in troubleshooting operational and technical challenges affecting system users and field operations.
  Outcome 5: Strategic & Cross-Functional Support (10%)
• Support ATI and MOTRI in implementing strategic digital agriculture initiatives related to market systems and digital transformation.
• Contribute to planning, review, and coordination meetings related to NMIS, DOTS, and DMLP activities.
  Perform other related duties assigned by ATI and MOTRI management in support of project objectives and institutional priorities.

REQUIRED QUALIFICATIONS, COMPETENCIES, AND EXPERIENCE

·       Education: At least a master’s degree in computer science, Information Systems, Information Technology, Software Engineering, Project Management, Data Science or data analysis  or other related fields.

·       Experience: Minimum of 8 years of relevant professional experience in digital agriculture, market information systems, digital platforms, or ICT-enabled development initiatives, of which at least 2 years in project coordination or leadership roles.

·       Demonstrated experience in the design, implementation, coordination, or management of digital systems or platforms.

Proven experience working with government institutions, development partners, private sector actors, and technology providers on large-scale digital transformation or development projects.
Knowledge in PMP, PRINCE2 Practitioner, and MSP Practitioner.

·       Solid knowledge and hands-on experience in Ethiopian market dynamics and marketing practices.

·       Familiarity with blockchain-enabled tracking systems, AI-powered analytics, or digital traceability technologies is desirable.

·       Experience in market information systems, digital marketplaces, supply chain tracking and traceability systems, or data analytics platforms is highly desirable.

·       Experience in stakeholder coordination, institutionalization, and governance support for digital systems is an advantage.

·       Proven knowledge and practical experience in project coordination, stakeholder management, implementation planning, and institutionalization of digital systems.

·       Expert-level proficiency in reporting tools, including Jira, Confluence, Microsoft Project, and data visualization tools such as Power BI and Excel dashboards.

·       Working knowledge of database structures and integration points with other systems – including understanding how user data is stored and shared across platforms.

·       Experience in capacity building, technical support, and user engagement activities is desirable.
