The Agricultural Transformation Institute (ATI) was established by the Government of Ethiopia (GoE) to identify systemic bottlenecks, conduct studies, and provide recommendations, provide implementation support, manage projects, create linkages and coordination among activities and agricultural development programs. The Institute is a strategy and delivery-oriented government institute created to help accelerate the growth and transformation of the country’s agriculture sector. The ATI envisions that, to be the leading centre of innovative solutions to catalyse and contribute to the transformation of the Ethiopian Agriculture by 2030 where smallholder farmers are commercialized with greater incomes, inclusiveness, resilience, and sustainability.

POSITION SUMMARY:

Directly reporting to the Operations Director, the Senior Project Officer II-Civil Engineer is primarily responsible for providing technical support for all construction projects managed at regional level. This responsibility includes, but not limited to, periodic site supervision, construction quality control, plan, and follow-up the timely completion of projects, technical drawing and BoQ preparation. payment certification, bid evaluation and technical support to regional leadership.

ESSENTIAL DUTIES:

  • Perform all engineering works in consultation with Lead Engineer.
  • Support Lead Engineer on project design and implementation, including providing content knowledge on different construction technologies and solutions that enhances farmer output.
  • Prepare necessary quality control and work plan to supervise construction projects.
  • Prepare technical design, specifications and BoQs of Regional Office level constructions and get reviewal support from the Lead Engineer
  • Engage each respective construction site/ Woreda relevant person for ensuring quality, purpose and ownership of the construction project.
  • Review design works, project timelines and cost of materials submitted by contracted firms and facilitate their speedy approval.
  • Perform continuous quality control, monitoring and evaluation on projects under construction
  • Review and certify payment requests and facilitate their approval.
  • Ensure each construction project contract is managed to meet to scheduled timeline and allocated budget
  • Support procurement team on bid document preparation, evaluation, and contract administration
  • Prepare periodic construction report, follow-up pending issues and Flag any construction risks
  • Manage key stakeholder relationships, particularly, regional, zonal and woreda governmental staff who are directly involved in the implementation of the project.
  • Follow up implementation of works contracts as per schedule, budget and quality standards.
  • Perform market assessments on materials, labor and equipment during budget formulation of new construction project plans.
  • Formulate recommendations for changes on projects in consultation with the Lead Engineer
  • Communicate with stakeholders on construction site selections and construction permits as per project requirements.
  • Prepare/ order the preparation of activity, payment schedules by construction contractors and follow up the implementation.
  • Assure implementation of construction activities meet applicable government regulations, codes, industry standards and safety requirements.
  • Inspection of material, workmanship and equipment deployed by the construction contractors.
  • Assess potential risks, changes, cost overruns and provide proper recommendations/ mitigation.
  • Document project communications, design, payment and related documents.
  • Conduct acceptance of projects ensuring project requirements are fully performed.
  • Perform any other additional assignment as requested by immediate supervisor.

REQUIRED QUALIFICATIONS:

  • BSc degree or master’s degree in civil engineering or construction management or another relevant field of study
  • A minimum of eight years of experience for BSc or six years for master’s degree in civil works as Site Engineer, Office Engineer, Project/construction Engineer, Resident/ Assistant Resident Engineer positions in at least 2 major construction projects
  • Experience in public sector construction projects highly sought
  • Experience in construction supervision, quality control and contract administration
  • Ability to learn, understand, and apply new technologies, both on a technical level as well as the impact/deployment implications of such
  • Ability to coordinate and supervise multiple projects at a time.
  • Adherence to the professional integrity avoiding any conflict of interest and eager to use his/ her knowledge for the enhancement of human welfare in general and the agricultural community in particular.
  • Proven ability to work under pressure and in a constantly evolving and challenging environment.
  • Enthusiastic learner with a can-do attitude
  • Excellent written and oral communication abilities and organizational skills, with experience working collaboratively as part of fast-paced team
  • Fluency in English & Amharic is essential
