Job Purpose:
Senior Program Officer will be responsible for the planning, implementation, supervision, and coordination of all TSFP activities to ensure effective management of the program, with emphasis on quality service delivery, supply chain oversight, and timely reporting. The role requires strong collaboration with government partners, health facilities, and internal teams to ensure smooth program operations.
Main duties & Responsibilities:
Routine Program Management
- Lead the day-to-day implementation of the TSFP activities in accordance with national CMAM guidelines and organizational standards.
- Supervise field teams (Woreda team leaders, Program officers, senior technical assistant, Operation support officers etc.) to ensure proper delivery of TSFP services.
- Coordinate with woreda health offices and health facilities to ensure quality project implementation
- Conduct regular field visits to support and troubleshoot operational issues.
- Facilitate planning and review meetings with program staff and stakeholders.
- Ensure that protection, gender, and accountability principles are mainstreamed throughout the program.
- Develop and update implementation plans and procurement plans for the TSFP.
- Ensure community mobilization and SBCC (Social and Behavior Change Communication) activities are effectively implemented alongside TSFP service delivery.
- Ensure timely requisition, delivery, and distribution of TSFP supplies including RUSF (Ready-to-Use Supplementary Food).
- Oversee the proper storage and handling of nutrition commodities at all levels (warehouse, health facility, outreach).
- Monitor commodity pipeline and ensure buffer stocks are maintained to avoid pipeline breaks.
TSFP Commodities Management
- Ensure accurate record-keeping (bin cards, stock card, delivery notes, waybills etc.) at all levels.
- Conduct monthly physical inventory of commodities in collaboration with operation support officer and woreda team leader.
- Train field teams on commodity management, including handling, tracking, and reporting.
- Ensure accountability mechanisms are in place to prevent misuse or diversion of nutrition supplies.
Monitoring, Evaluation and reporting
- Ensure that the project team have a clear understanding of Monitoring & Evaluation plans and requirements of the project
- Prepare monitoring checklist, tools and schedule and share with staff
- Ensure that data is collected and compiled in a consistent manner
- Compile and submit quality monthly CPDR, statistical and narrative reports timely including online partner connect report and make sure reports are triangulated and timely feedback given for the worda team leaders
- Insure all the woreda team use standardized tools and reporting templates
- Perform other duties assigned by the line manager for the accomplishment of programme objectives
Human Resource
- Effectively manage staff under his/her supervision
- Ensure that program staff have clear information about the project activities
- Make sure all the policies and guidelines of the organization are adhered to and respected by project staff.
- Provide regular technical and supervision support or coaching field staff to build their capacity to perform their assigned roles and responsibilities.
- Prepare and review PDR for staff regularly as per Concern Worldwide HR manual.
- Prepare periodic review meeting with woreda team leaders, programme officers, senior operation support officers and Government stakeholders
Emergency response
Concern is committed to responding to emergencies efficiently and effectively in order to help affected people meet their basic needs, alleviate suffering and maintain their dignity. To this end, when emergencies strike and the Ethiopia Programme is to respond, all staff are required to actively participate in the response, regardless of location and contribute to the efforts aimed at achieving the humanitarian objective of the organization.
Gender Equality
- Ensure that programme/project staff have a strong understanding of gender mainstreaming and that gender mainstreaming tools are effectively implemented across all programmes/projects
- Coordinate with the Gender Equality Coordinator in planning, allocating and implementing a programme budget for gender mainstreaming
- Ensure that programmes have a thorough gender mainstreaming design and plan from the conceptualization stage
- Ensure that gender mainstreaming is effectively implemented and monitored throughout the project cycle management process
- Ensure that gender sensitive indicators and M & E plans are in place and that they are effectively monitored
- Ensure quality reporting on gender mainstreaming in all programme reports
Accountability

- actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
- work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
- Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.
