Job Description
Department: HR and Operations
Reporting to: HR and Operations Manager
Main Purpose:
The Senior Procurement Officer will be responsible to support sourcing and procurement of Goods, Works and Services in the most cost effective & timely manner and ensure Procurement procedures and instructions are followed.
Main Duties and Responsibilities:
- Preparing plans for the purchase of equipment, services, and supplies.
- Managing inventories and maintaining accurate purchase and pricing records.
- Conducts a supply market analysis periodically to identify the potential supply risks and opportunities and assist in the development of specific supply strategies
- Conducts quarterly market price surveys for major categories of goods and services procured by HfJ and establish price database
- Compiles and implements a procurement plan
- Receives, examines and processes requisitions; Prepare bid documents, including invitation to bids, tender documents, request for proposal, contract/purchase orders in line with the organization’s policy, procedure, and formats and places orders with appropriate or prequalified bidder(s).
- Reviews and analyses all purchases to ensure justification exists and policy is followed, and award is made to the lowest priced technically responsive bidder
- Develops and maintains an effective working relationship with vendors and fosters relations between suppliers and internal users/departments
- Analyses purchasing trends to determine if a location wise purchases or country wide contract would benefit the Organization
- Coordinates with the requisitioning department to obtain required information and/or documents necessary for processing any procurement
- Monitor and co-ordinate deliveries of items from suppliers to ensure that all items are delivered on time
- Follow and enforces HfJ’s procurement policies and procedures and performs close follow up on procurement process
- Work closely with the Finance & Admin in preparing budgets, cost analyses, and reports.
- Report & Update Finance & Admin Director with ongoing purchases and stock status
- Overseeing and supervising employees and all activities of the purchasing and store department.
- Reviewing, comparing, analyzing, and approving products and services to be purchased.
- Maintaining and updating supplier information such as qualifications, delivery times, product ranges, etc.
Education:
- Bachelor’s Degree in Procurement and supply management.
Experience:
- Minimum 6 years’ progressive experience in similar positions, with supervisory level.
- Professional experience with INGOs/NGOs and/or international experience is a plus; interest in the humanitarian field is preferred.
