Organizational Context and Scope

The Senior Medical Associate oversees the medical assistance provided at the IOM Migrant Transit Centre (TC) in Addis Ababa.

IOM Ethiopia, in close coordination and collaboration with the Government of Ethiopia as well as other UN and NGO partners, provides post-arrival support to thousands of vulnerable Ethiopian migrant returnees every year. As a consequence of hardships and human right violations suffered along their journey, many migrants return with medical conditions that require primary and secondary medical care provided by IOM medical staff and health care professionals in partner health facilities.

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Programme Officer (Emergency Health, Public Health and MHPSS) and in close coordination with Programme Officer (Return and Reintegration), the incumbent will be responsible for the carrying out the following duties and responsibilities in relation to the medical and health activities of IOM Ethiopia’s Protection Unit in Addis Ababa, Ethiopia. 

Responsibilities

  1. Organize the Medical Assistants Roster and assign various duties in the TC as well as actively participate in day-to-day scheduling;

  2. Develop and keep up-to-date the TC’s Standard Operating Procedures (SOP’s) as they relate to medical assistance; 

  3. Supervise and train medical staff at the TC in compliance to the TC’s Medical Assistants’ SOPs; 

  4. Assist in analysis of various tools pertaining to migrant flow and satisfaction in TC – including active monitoring of scheduling trends.

  5. Prepare medical forms, laboratory labels, serology code books, chest x-ray labels and daily scheduling of TC health assessments.

  6. Ensure that reception area is well organized and presentable at all times.

  7. Assist in improving the integrity of customer care work by proposing key fraud prevention measures.

  8. Oversee the completion of medical documents and ensure they are transmitted to relevant partners, either by electronic means or by courier services.

  9. Prepare and submit monthly statistics on Health Assessments performed by at the TC.

  10. Prepare correspondence to respond to queries in respect to relevant matters of the Protection Unit, including with medical staff in other IOM missions. File incoming/outgoing letters, reports, memoranda, emails faxes as well as IOM documents and forms related to IOM medical issues.

  11. Participate in health assessment missions in the Ethiopia, including at IOM’s Migration Response Centres (MRC).

  12. Suggest improvements to strengthen internal control mechanisms; provide inputs for new procedures to complement and/or adapt existing instructions in an effort to achieve streamlining efficiencies.

  13. Support coordination of medical cases with designated referral facilities, partner hospitals and clinics.

  14. Monitor work of implementing partners and report any non-compliance to the supervisor.
  15. Provide inputs for the development of Standard Operations Procedures (SOP) and concept papers and provide general support for the development of new projects.
  16. Provides guidance and assist in coordinating and monitoring the work of other staff in the unit, as assigned.
  17. Perform such other duties as may be assigned.

Qualifications

Required Qualifications and Experience

Education

  • Bachelor’s degree in health sciences, Public Health, or a related field from an accredited academic institution with four years of relevant working experience; or

High school diploma with six years of relevant working experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in coordinating administrative, health support or operational activities, preferably in a customer service, health, humanitarian or administrative environment; 

  • Knowledge of data management principles;

  • Training in data management, information systems or related fields is an advantage;

  • Knowledge of customer care;

  • High computer literacy in Windows and MS Office is mandatory;

  • In-depth use of MS office applications, data collection and manipulation;

  • Knowledge of medical terminology and experience in records management, document filing or archival systems is an added advantage; and,

  • Previous working experience with NGOs or international organizations is an added advantage

Skills

  • At least an intermediate level of MS office skills;

  • Effective coordination and organizationl skills in the provision of administrative, customer care and health support services;

  • Analytical skills;

  • Excellent communication skills;

  • Attention to detail and accuracy in data entry and record keeping

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM’s official languages (English, French, Spanish).

  • For all applicants, fluency in English & Amharic is required (oral and written).

DESIRABLE

  • Other Ethiopian languages (incl. Afaan Oromoo and Tigrigna).
  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
