Senior Human Rights Officer, Transitional Justice

Job Description

Purpose of the Job:

To support the Strategic Engagement and Special Projects Unit in the Program and Partnership Department (SESP-PPD) on transitional justice (TJ), particularly providing technical advice and capacity building, monitoring the TJ process, supporting victims and other specific groups, advocacy and sensitization, and research to ensure that the TJ process is human rights compliant, inclusive, participatory, and victim-centered.

Main Duties and Responsibilities:

  • Support EHRC in the execution of its work and mandate on TJ;
  • Support the execution of special projects which are led by SESP-PPD;
  • Support SESP-PPD in the coordination of field missions, meetings, consultations, and other activities;
  • Conduct legal analysis on various areas as required, prepare presentations, reports, advisory or strategy documents;
  • Support in technical support and capacity building of diverse stakeholders (state and non-state actors) on TJ;
  • Assist in the review of draft legal or other documents relevant for TJ;
  • Monitor the TJ process to ensure compliance with international and regional standards and best practices;
  • Provide support to victims and victims associations to ensure their meaningful engagement in the TJ process;
  • Work with thematic departments to ensure that the priorities and interests of specific groups are included in the TJ process including women, children, older persons, persons with disabilities, internally displaced persons, youth, etc.
  • Support EHRC’s work on research, documentation, and reporting on issues relevant to TJ;
  • Conduct legal and policy research on TJ issues, developing advocacy and engagement strategies to ensure that processes complies with international and regional human rights standards;
  • Support EHRC’s collaboration with partners and stakeholders working on TJ, facilitating joint initiatives and information sharing;
  • Support sensitization activities and consultations on TJ with affected populations, community-based organizations, and traditional and religious actors.
  • Support advocacy initiatives to ensure the implementation of UPR recommendations in the context of TJ;
  • Participate in forums, technical meetings, and joint programming efforts to share experiences, best practices, and lessons learned;
  • Monitor and report on the progress, challenges, and successes in ensuring that the TJ process is human rights compliant;
  • Support the SESP-PPD Director in providing guidance to junior staff; and
  • Support SESP-PPD in its other functions and other tasks assigned as assigned by the Director of SESP-PPD;
  • Perform additional tasks as assigned.

Generic Duties of the Position:

  • With guidance from the Director of SESP-PPD, support the Unit in building its overall capacity in delivering its functional responsibilities and strategic priorities.
  • Carry out other activities as may be assigned by the Director of SESP-PPD.

DURATION One year contract with a possibility of extension

SALARY RANGE Gross monthly salary of ETB 23,126.00 – ETB 26,219.00 plus ETB 8,640.00 Housing allowance and ETB 3,300.00 Transport allowance, depending on candidates qualification, experience and earning history

About You

Qualifications and Experience:

  • LLM/MA in Human Rights, International Law, and other Public Laws relevant to human rights, transitional justice, conflict studies, peace and security, humanitarian law, or other related fields.
  • Strong technical understanding of international human rights and/or humanitarian law principles;
  • Candidates with a Bachelor of Laws (LLB) but with exceptional experience can be considered.
  • 5 years of relevant experience for LLM holders.
  • Experiences directly related to human rights and transitional justice
  • Computer literate
  • Knowledge of Amharic and English is required. Knowledge of other local languages is advantageous.
